Saugus Secures Favorable Interest Rate on 2026 Municipal Bonds
The town accepted bids for a General Obligation Municipal Purpose Loan of 2026 bonds, with Brownstone Investment Group LLC submitting the winning bid. The net interest rate secured was 3.377%, resulting in a premium paid to the town of Saugus. A portion of this premium will cover closing costs, and the remainder will reduce the debt service, lowering the total amount to be repaid. The funds are allocated for various departmental equipment purchases, public safety communication upgrades, and improvements to water infrastructure.
Holy Ghost Festival Licenses Approved with Conditions
The Saugus Board of Selectmen held a public hearing for the Marias Do Espirito Santo Association's annual Holy Ghost Festival. The request included a two-day wine and malt liquor license, common victualer's license, and entertainment license. The festival is scheduled for July 4th and 5th, 2025. DCR will be adjusting controls at Fells Way, and the town's contractor has made timing changes that have reportedly improved traffic flow. The town manager is investigating the repair of a communication module between traffic lights, which could further enhance flow. Board members also raised concerns about malfunctioning traffic lights at Patches and requested an investigation. Additionally, discussions included the potential for improved line painting, signage, and traffic calming measures, with the state acknowledging the problem and the possibility of future reconstruction.
Saugus Considers Fee Adjustments for Permits and Licenses
The Board of Selectmen discussed potential revisions to town fees, focusing on S2 permits and liquor license transfers. For S2 permits, a recommended increase from $100 to $200 or $250 was proposed, citing the extensive administrative effort involved and comparing it to fees in neighboring communities. For liquor license transfers, a new fee of $500 was suggested, with board members discussing the possibility of starting at $250 or $300 to cover the clerk's time and effort, noting that other municipalities have similar or higher fees. The board also considered implementing a registration system for BYOB establishments, possibly with a nominal fee, but decided to consult town council on the legal implications before proceeding.
