June Sales Tax Collections Show Slight Decrease Year-Over-Year
Kimberly Hoover, Finance Director, presented the monthly sales tax report. For June, total sales tax collected was $2,613,466.52, which is a 4.9% decrease compared to June of the previous year. Use tax for June totaled $413,390, a 7.85% decrease. Despite these decreases, the general fund is currently $110,938 above budget projections when combining use tax and general fund sales tax. Comparisons with other cities show similar decreases in sales tax collections for June 2025 compared to June 2024. The report also noted an upward trend in year-over-year tax growth over the last four of the past five months.
City Discusses Proposed Ordinance on Public Conduct, Camping, and Vehicle Occupancy
The Commission discussed a proposed amendment to Article 6 of Chapter 20 of the City Code, concerning prohibitions against certain public conduct contrary to public health and safety. This ordinance addresses camping, personal property items, and sleeping in vehicles, and is an update for clarification following a US Supreme Court ruling. The ordinance is intended to provide clarification and consequences for certain circumstances. This was a discussion item only, with a vote scheduled for the following month. Staff welcomed comments from commissioners to refine the final draft.
Shawnee Municipal Authority Approves FY2026-2027 Budget and 5-Year CIP
The Shawnee Municipal Authority (SMA) approved its fiscal year 2026-2027 budget and its five-year capital improvement plan (CIP) for fiscal years 2027 through 2031. The budget and CIP were presented without changes from the May public hearing. Both the budget resolution and the CIP resolution were passed unanimously with 6-0 votes.
Residents Complain of Noxious Odors from City Biosolid Facility
Several residents voiced strong complaints regarding an "obnoxious" and "obnoxious" odor emanating from the city's northern biosolid processing facility, describing it as a significant detriment to their quality of life. Residents reported the smell was noticeable over a mile away, impacting their ability to enjoy outdoor activities and raising concerns about potential negative effects on property values. City Approves Five-Year Capital Improvement Plan
The City Commission approved the five-year capital improvement plan (CIP) for fiscal years 2027 through 2031. Finance Director Kimberly Hoover stated that the CIP presented is the same as the one reviewed in May, with no changes. The resolution adopting the CIP was approved with a 6-0 vote. Commissioner noted seeing some long-awaited projects appearing on the plan.
