Norman City Council Approves One-Year Moratorium on New Data Center Development
Council adopted Ordinance 2526-59, which establishes a temporary moratorium on the issuance of rezoning, administrative approvals, and permits for data centers within the city of Norman for a period of one year. This moratorium is intended to allow city staff to research the potential impacts of data centers on the city's water supply, electricity, and overall infrastructure. The ordinance specifically targets larger data centers and excludes smaller, internal server rooms. Public comment indicated concerns about water and energy consumption, potential economic impacts, and the definition of a data center. The city attorney noted the moratorium's limited duration is to avoid legal challenges related to 'takings' and to allow for the development of specific regulations for data centers. Councilmember Kirby highlighted concerns about water usage and the need for regulations, while Councilmember Gansberg expressed support for the moratorium to allow for thorough study. The moratorium is set to expire on June 9th, 2027.
