Richardson City Council Approves Special Permit for Indoor Golf Simulator 'The Back 9'

Richardson City Council Approves Special Use Permits for Auto Body Shop and Storage Lot with Four-Year Term
The Richardson City Council considered zoning file ZF2608, involving a special development plan and special permits for a motor vehicle body shop at 409-411 North Interurban Street and a motor vehicle storage lot at 407 North Interurban Street. The properties are zoned PD (Plan Development) within the Main Street Central Expressway form-based code. The applicant, Simple Development Partners, along with tenant Solo Garage (a BMW certified collision center), proposed to bring the site into compliance with current zoning standards, including site modifications for improved circulation, landscaping, and screening. The existing buildings have non-conformities regarding driveway spacing, building setback, and landscape buffers. The City Plan Commission recommended approval with conditions. The council engaged in extensive discussion regarding the use, the developer's long-term vision for the corridor, and the potential for a time-limited permit. Ultimately, the council approved the special development plan and special permits for a four-year period, with conditions including completion of site improvements within 180 days, Solo Garage operating as the sole user for the body shop, the storage lot terminating if Solo Garage vacates, and obtaining certificates of occupancy. They also directed staff to work with the property owner to maximize walkability and vehicle movement within the site.
