Council Appoints New Liaisons to City Boards and Commissions
The city council appointed new liaisons to various city boards and regional organizations, including Councilman LePage to Wiley ISD and the Animal Shelter Advisory Committee, and confirmed existing appointments for other council members. These appointments are reviewed annually after each general election. Mayor Bakerstaff will continue with NTTA, COG, NCT 911, and RTC. Council Member Howarth will continue with EDC. Councilmember Millsap will remain on the library board. Councilwoman Bueller will be Parks and NDD. Councilman Prestenberg will be planning and zoning and Garland ISD. Mayor Pro Tem Franks will not have a board liaison this term.
Brett Franks Re-elected Mayor Pro Tem for 2026-2027 Term
The city council unanimously re-elected Brett Franks as Mayor Pro Tem for the 2026-2027 term. This decision follows the standard procedure after each general election where the council elects this position. The minutes from the previous special meeting on June 23rd, 2026, were also approved unanimously.
First Reading of Electric Franchise Renewal with Encore Electric Delivery Company
The city council conducted the first reading of an ordinance to renew the electric power franchise agreement with Encore Electric Delivery Company, LLC. The current 20-year agreement expires on July 31st, 2026. The proposed renewal extends the franchise for another 20 years, through July 31st, 2046. The renewal agreement largely mirrors the current contract with minor adjustments for case law and typographical errors. A second reading and council action are scheduled for August 3rd, with publication of the ordinance summary in the Saxi News on July 9th. The current agreement will remain in effect until the new one is approved.
City Council Authorizes Contingency Funds for Railroad Right-of-Way Mowing
The city council is seeking authorization to use up to $40,000 from the city manager's contingency fund for mowing and vegetation management of the CPKC railroad right-of-way along State Highway 78. This action is necessary because the new railroad owner, CPKC, has ceased maintaining the right-of-way, unlike the previous owner. The city will hire CPKC's contractors and flaggers, as direct maintenance by city crews is not permitted. This is a temporary measure to address the issue before the next budget cycle, with a plan for ongoing management to be developed.
