Mark Enoch Reappointed to DART Board for Two-Year Term

Miller Road Reconstruction Nears Completion Ahead of Schedule Despite Initial Setbacks

The council considered action on the reconstruction of Miller Road, addressing two emergency agreements: one for engineering design services with Hewitt Zollers Incorporated for $201,200 and another for construction with Tissio Paving Company, LLC, for $2,539,985.90. The project, initially started in February 2026, was paused in March 2026 for an emergency engineering review due to significant public safety impacts, including increased response times for fire department resources. The city manager admitted that the initial plan to complete the project in-house was a mistake, leading to delays and increased costs. The engineering study was insufficient, and the initial cost assessment was deemed too low. A fiber optic box strike also caused delays. Despite these challenges, the project is now ahead of schedule, with paving and guardrail installation complete, and is anticipated to reopen on June 25th, 2026. A ribbon-cutting ceremony is scheduled for June 25th at 9 a.m. on the west end of Miller Road near Sunrise Drive. The funding for the project was primarily from the Streets and Alley Reconstruction Fund.

Emergency Pump Purchase Approved for Bayside Sewer Lift Station

The council approved an emergency purchase of a lift station pump for the Bayside Sewer Lift Station from Xylem Water Solutions USA Incorporated, not to exceed $156,000. This ratification was necessary because two of the station's three pumps failed simultaneously, while repairs are pending on the damaged pumps. A bypass pump is currently in place to manage waste and prevent sanitary sewer overflows (SSOs). The timeline for the new or rebuilt pump's arrival is uncertain, and the public was informed to ensure transparency regarding ongoing lift station issues. The purchase was approved unanimously (7-0).

Special Use Permit Approved for Large Accessory Structure in Rowlett Ranch Estates

The council approved a special use permit (SUP) for an accessory structure at 4002 Tuller Road, allowing for a 2,400 square foot structure (1,800 sq ft metal building and 600 sq ft carport). The applicant, Jeremy X, affirmed the commitment to install gutters to direct runoff away from adjacent properties, as recommended by staff. The structure, located in an established subdivision with large lots, will replace an existing smaller building and is intended for vehicle maintenance, storage of garden equipment, and recreational items. The Planning and Zoning Commission had unanimously recommended approval. The ordinance was adopted unanimously with the condition of installing gutters.

Rowlett Adopts 2026 Standards of Care for Youth Programs

The Rowlett Parks and Recreation Department presented the 2026 Standards of Care for youth programs for annual adoption. These standards are required for municipal youth programs to be exempt from state child care licensing. The standards cover definitions, organizational structure, fiscal management, staffing ratios (1:15 for general activities, 1:5 for high-risk, 1:10 for swimming), program operations, field trips, discipline guidelines, facility standards, health and safety, and emergency procedures. Staff training includes reporting procedures for the Texas Department of Family and Protective Services. The standards were last revised in 2025 and are being re-adopted. The public hearing was opened and closed with no public comment, and the ordinance was adopted unanimously.
