Peoria City Council Approves Hiring of Six Community Service Officers to Bolster Downtown Safety
The City Council approved the hiring of six Community Service Officers (CSOs) and the amendment of the biennial budget to fund these positions. These CSOs will be civilian employees tasked with enhancing public safety in the downtown area by serving as 'eyes and ears' for the police department, improving customer service, and freeing up sworn police officers to focus on higher-priority law enforcement calls. The Greater Peoria Leadership Council has committed $72,000 towards training and equipment costs. The CSOs will operate in two shifts (6:00 a.m. to 2:00 p.m. and 2:00 p.m. to 10:00 p.m.) and will be equipped with radios and potentially body cameras, though they will not be armed.
East Village Growth Cell TIF District Celebrated for Economic Development Success and Community Benefit
Council received and filed a report on the East Village Growth Cell TIF district, highlighting its success since its establishment in 2010. The TIF has supported various projects including OSF Healthcare, Jump Trading Center, Obed and Isaacs, 30 single-family homes built by Peoria Opportunities Foundation, Burger King, and Starbucks. Notably, it was the first TIF to spin off increment to the school district upon reaching $500,000. The housing program, implemented in 2016, has assisted 169 property owners with over $2 million in investment, with expanded support and no-match requirements for low-income homeowners over 55 since 2025. A garage demolition component was added in 2024. A citizens advisory council ensures community input.
Peoria Accepts $17,034 Tobacco Prevention and Enforcement Grant
The City Council accepted a $17,034 Tobacco Prevention and Enforcement Program grant from the Department of Human Services. An ordinance was adopted to amend the biennial budget to recognize this grant funding, which will be used to support tobacco enforcement activities.
Dutch Bros. Coffee Development Approved with Redevelopment Agreement and Tax Increment Financing
The City Council approved a redevelopment agreement with RSCC Group Inc. for the development of Dutch Bros. Coffee. The total project cost is estimated at $1.425 million, with an anticipated annual property tax generation of $419,000. The developer requested 50% of the tax increment until the end of the TIF period or up to $1.2 million in eligible expenses, whichever comes first. Due to a prior agreement from 2023, 75% of the generated tax increment will first repay the initial developer for infrastructure costs before Dutch Bros. Coffee can receive further reimbursement.
Peoria City Council Overrides Historic Preservation Commission on Stucco Repair Appeal
The Council considered an appeal regarding a Historic Preservation Commission (HPC) decision to deny a certificate of appropriateness for stucco wall repair at 802 North Sheridan Road. While staff did not take a position, Councilmember Carmona presented evidence and argued for overriding the HPC's denial, emphasizing that the proposed polyurethane repair is a proper and cost-effective method that blends with the existing structure over time and that repainting the entire building or hiring an artisan would be excessively expensive. After considerable debate regarding the HPC's process, the availability of hardship waivers, and the potential for setting a precedent, the Council ultimately voted to override the HPC's ruling and approve the stucco repair.
