The City Manager recognized city staff for their success in fundraising efforts. On the preceding Friday, staff raised over $4,000 in cash and a significant amount of food for the food pantry. Additionally, the torch run the previous week, in conjunction with the Sheriff's Department, raised approximately $2,500-$3,000. Combined with 'Cop on the Roof' at Duncan, city staff collectively raised nearly $7,000 for community causes in one week. The City Manager expressed pride in the staff's representation of the city and their community support.
MOU Signed with Burlington Junction Railway to Explore Industrial Development at Galesburg Business Park
The City Council approved a Memorandum of Understanding (MOU) with Burlington Junction Railway to evaluate the development potential of approximately 98 acres of remaining rail-served industrial land within the city-owned Galesburg Business Park. The park currently has a containerized agriculture terminal under development. Burlington Junction Railway will assess feasibility for additional rail-served industrial development. This is an exploratory agreement with no cost or obligation to the city. The MOU aims to identify opportunities for investment and job creation. The assessment is expected to take 8-14 months, with construction potentially starting next spring.
City Council Approves Purchase of Acoustic Water Leak Detection System
The City Council recommended approval of a proposal from CORA & Maine, in partnership with Orbis Intelligence Systems, for the purchase of an acoustic water leak detection system for $39,737.75. The city's water division faces a non-revenue water rate of approximately 40% due to leaks in the aging water distribution system. A recent trial demonstrated the system's effectiveness in detecting leaks. This purchase is funded through the Water Fund (Fund 61). The system is expected to be installed and operational by summer.
City and BNSF Railroad Agree on Crossing Improvement Work
The City Council approved an agreement with Burlington Northern Santa Fe (BNSF) Railroad for city forces to complete crossing-related work at the closed East First Street crossing near South Pearl Street. This is part of BNSF's planned improvements on the Peoria subdivision line, which includes updating warning systems funded by grade crossing protection funds. The scope was revised after initial bids were rejected due to cost, assigning some work to city crews. The agreement authorizes city work within the railroad right-of-way. City staff will handle pavement removal, curbing, sidewalk improvements, and landscaping at the closed crossing. The city will receive $170,000 in crossing closure incentives.
Police Department to Acquire New Ford Interceptor to Replace Accident-Loss Vehicle
The City Council approved the purchase of a 2027 Ford Police Interceptor Utility All-Wheel Drive from Vogler Motor Company for $49,768. This vehicle will replace a squad car declared a total loss in an accident in October 2025. The purchase is necessary to maintain daily police operations. The vehicle is a gas-powered model due to concerns with current hybrid interceptors. Vogler Motors submitted the lowest responsive bid out of four dealerships. Funding comes from insurance proceeds and the vehicle replacement fund. Delivery is anticipated in October.
