Fire Department Accreditation Resolution Tabled for One Cycle Amidst Council Concerns
The City Council discussed a resolution approving the standards of cover for the Davenport Fire Department's 2026 accreditation cycle. Alderwoman Newton expressed concerns and requested the item be tabled to allow time to vet these concerns with the Fire Chief. Alderman T-Dunn initially moved to postpone for two cycles, but after discussion with Fire Chief, who stated the accreditation hearing is August 21st in Chicago and delaying too long could jeopardize reaccreditation, the council agreed to table for one cycle. Alderman Gripp suggested tabling for one cycle to allow for public comment and potential resolution of concerns within that timeframe. Alderman Dunn then made a motion to postpone for one cycle, which was approved via roll call vote.
City Council Proclaims July 2026 as Parks and Recreation Month, Recognizing Community Benefits
The City Council recognized July 2026 as Parks and Recreation Month and July 17th, 2026 as Park and Recreation Professionals Day through a proclamation. The proclamation highlighted the integral role of parks and recreation in promoting health and wellness, critical childhood development, and increasing community economic prosperity through property values, tax base expansion, tourism, and crime reduction. It also emphasized parks and recreation as essential infrastructure resilient to natural disasters and climate change, and fundamental to environmental well-being by ensuring ecological beauty and providing opportunities for outdoor connection and recreation. The council acknowledged the value of park services and the efforts of recreation professionals in providing enrichment and maintaining clean, safe, and inclusive recreational spaces.
Resident Alleges Secret Settlements and Questions Legal Proceedings Involving Former Corporate Counsel
During the public comment section, resident Cheryl Shagna raised concerns about the previous corporate counsel's reprimand and alleged "hush-hush secret settlements." She stated that three individuals currently on the council were involved in these settlements and that checks were cut in excess of what council approval allows. Shagna referenced a letter from Corey Spiegel confirming knowledge of these over-limit checks. She also detailed her experience observing the Dirts trial, suggesting that the length of time for the trial and a request by corporate counsel to attend his child's kindergarten graduation may have influenced the judge's decision regarding the recovery of $1.6 million. She criticized the narrative presented to the public, claiming it is obscured by individuals with a vested interest in hiding the truth, and stated her intention to attend the upcoming Sidron versus City of Davenport trial.
City Council Reviews Positive May 2026 Financial Update; Several Funds Outperform Expectations
The City Council reviewed the monthly finance update for the period ending May 31st, 2026. Major revenues, including property taxes, local option sales tax, road use tax, and hotel motel tax, are generally performing at or above budget expectations, with overall year-to-date revenue collections exceeding the budget by 11.26% or approximately $144 million versus a budgeted $129.5 million. Several revenue sources, such as development fees, building permits, cable TV franchise tax, and gambling profits, are underperforming, but these variances are minimal to the overall budget. General fund expenses are below budget, with 89% of expenditures recorded against a 92% year-to-date mark. Enterprise funds, including sewer, solid waste, clean water, parking, airport, and Gulf, are largely performing well, with the sewer fund showing a significant surplus. However, transit and River's Edge funds are struggling, and efforts are underway to mitigate losses in these areas. The River Center/Adler Theater contract with VenueWorks is up for renewal and is expected to improve financial performance.
