Land Purchase Approved for New Alluvial Wells to Ensure Water Supply

The water treatment division needs to replace aging wells, and the 2023 water supply plan identified this need. She also announced the youth market at the farmers market featuring Maddox Bartlett selling fishing lures. Councilmember Mills reported on the success of the alumni event and Hall of Fame induction ceremony, noting the challenging weather but emphasizing the community spirit. Mills also commented on the new tennis courts, splash pad, and lights, thanking public works and parks departments.
Voluntary Annexation Approved to Support Economic Development
The City Council held a public hearing and adopted a resolution approving the 80-20 voluntary annexation of property located in Section 23, Township 80 North, Range 19 West of the 5th PM, Jasper County, Iowa. The request was made by two property owners, representing over 80% of the land, signifying a voluntary annexation according to Iowa code. The annexation is intended to support future economic development for Newton. Council members discussed the future zoning of the annexed land as industrial and ensured that residents within the annexed area would still have protections and access to city utilities and services. The resolution was adopted.
Radio Equipment Purchase Approved for New Ladder Truck
The council adopted a resolution awarding the purchase of radio equipment for the new ladder truck, expected in the fourth quarter of 2026. The equipment will be selected based on national standards and operational needs, and the cost is covered by the total budgeted amount.
Change Order Approved for Citywide HMA Project to Address Intersection Pavement Issues
The council adopted a resolution approving Change Order Number One for the 2026 Citywide HMA Project, awarded to Manatz Inc. for $247,369.66. The change order addresses pavement decline at the intersection of South 5th Avenue East and East 8th Street South due to poor subgrade and drainage. Manatz Inc. proposed a price of $16,400 to replace the sub-base and pavement, to be paid from road use tax funds. Council member Hallum abstained from the vote as Manatz Inc. is one of their employers.
