City Council Disallows Defamation Claim Against Officer
The council considered Resolution 045 2026 concerning the disallowance of a claim made by a citizen against the city for defamation. The claimant alleged an officer published untrue statements that harmed his character, specifically mentioning something posted on Facebook. The city's insurance company, Statewide Services, investigated and found no liability for the city. Disallowing the claim has the importance of reducing the statute of limitations to six months, requiring the claimant to sue within that period or forfeit the ability to do so. The council held a roll call vote, and the resolution to disallow the claim passed unanimously.
Ordinance to Strengthen Enforcement for Public Waters and Beaches Presented
Ordinance 1510, amending sections 278-3, 278-4, and 278-6 of the municipal code concerning public waters and beaches, was presented for its first reading, with a second reading contingent on waiving rules. Megan explained that the ordinance aims to strengthen verbiage for boat launches, providing more legal standing for enforcement, particularly regarding citations for failure to pay boat launch or parking fees. This ordinance codifies currently enforced park and recreation policies that were not previously in the municipal code, essentially giving them 'more teeth'. The ordinance is intended to be legally sound for court proceedings.
Ordinance Amending Polling Place Code Passes Second Reading
Ordinance 1509, which amends Chapter 30, Section 30-1 of the municipal code regarding polling places, passed its second reading unanimously. The motion to approve was made and seconded, and all in favor voted 'I'.
City Approves Annual Resolution for DNR Compliance Maintenance
Resolution 048 2026, concerning Wisconsin Department of Natural Resources NR 208 compliance maintenance for 2025, was approved. This is an annual resolution affirming that the city will charge sufficient utility rates to cover expenses. The resolution passed with all in favor.
Change of Agent Approved for Mosquo Moose Lodge
The council approved a change of agent for Shirley Knight for the Mosquo Moose Lodge number 1057 DBA Mosquo Moose Lodge, located on Janesville Road. All present voted in favor.
