Residents Demand Action on Ascension Hospital Noise Nuisance
Residents Linda Street and Casey Dimboyak addressed the common council regarding persistent noise from the Ascension Hospital's air conditioning unit at 4935 South 78th Street. They have been experiencing this issue since at least 2023, describing it as a constant high-pitched whine and general noise that disrupts sleep and enjoyment of their yards. They have recordings of the noise and have previously brought the issue to the council's attention without resolution. They urged the council to take action to compel the hospital owners, who are out of state, to fix the problem, highlighting the property's high valuation and suggesting the city has tools to enforce compliance. Dimboyak also referenced legal precedents and news reports concerning similar noise nuisance issues from industrial equipment, noting potential physical harm and health risks associated with sustained exposure to such sounds. They expressed frustration with the council's perceived inaction over the years, especially regarding legal recourse.
Council Approves Multiple Special Event Applications and Traffic Measures
The common council approved a series of outdoor special event applications for House of Harley-Davidson for various dates throughout June, August, and September 2026. They also approved an application for an outdoor special event for a Corner Club birthday party on July 12th, and for Armenian Fest at St. John the Baptist Armenian Apostolic Church on July 19th. Additionally, the council approved several items from the Board of Public Works related to traffic issues, including parking restrictions on 84th Street, Midland Street, 47th Street, Alhai Street, and South 68th Street, as well as repealing ordinances related to utterances on 68th Street. Items from the Planning Commission were also approved, including a parking lot redesign for Sitco gas station, site landscaping/architectural plans for Tuckaway Heights apartments, a special use review for a food truck (Mez Calero), and a special use review for Game Together Milwaukee's expansion.
Council Approves 4th of July Float Agreement, Honors Retiring Parks Director
The common council discussed and approved an agreement with Clem Foats, LLC, for the creation of a float for the 4th of July parade. This agreement continues a partnership that began in 2020 with the 'Cruisers and Santa Claus' program, which led to the city entering floats into the parade. This specific agreement is for the 2024 4th of July parade float, which will be park-themed, commemorating the nation's 250th anniversary. The council also took time to honor Scott, the retiring park and rec director, for his 30 years of service. Numerous accomplishments were highlighted, including the construction of the AMP, improvements to farmers' markets, park renovations (Conkle Park, Jan Jansen grounds), development of walking paths, fishing ponds, volleyball courts, the beer garden at the AMP, improvements to Kowicki Park, the power line trail project, new pickleball courts, and a wide range of park and recreation programs with high registration numbers. The community center, flagpoles, Arbor Days, Little League openings, and various tournaments were also mentioned.
Fire Station HVAC Replacement Approved; PPA to Fund Community Paramedic Services
The common council approved the replacement of the rooftop HVAC unit at Fire Station 2, specifically above the station's dorm area. The unit is aging and requires yearly repairs. Dillett Mechanical Services was selected as the contractor to perform the work, which will be funded by existing fire department budget funds. The council also approved a participating provider agreement (PPA) with Paroline and the WEMSA Community EMS Network. This agreement will allow the city to generate income for its community paramedic services through insurance companies and health plans, providing a permanent, non-taxpayer funding source by enabling the network to negotiate contracts on the city's behalf. Lastly, the council adopted a resolution verifying and authorizing the submittal of the Wisconsin Department of Natural Resources 2025 Compliance Maintenance Annual Report (CMAR) for sanitary sewers, noting it is an unfunded mandate required for the city's permit.
Council Approves Library Board Reappointments, Business Licenses, and Park Beer Sales
The common council approved a motion to confirm the reappointment of Amber Loco and Marie Cardenas to the library board. They also approved applications for 2026-2027 operator licenses and a renewal application for a 2026-2027 combination class B fermented malt beverage and liquor retailers license for Mike's Tap LLC, which will operate under the trade name Joey's Mob Scene. Additionally, they approved renewal applications for various licenses expiring June 30th, 2027, subject to compliance and payment. A 60-month lease with Pitney Bowes for a new mailing system postage machine was also approved. Finally, the council adopted a resolution permitting the sale of beer at city parks by city officials and employees, expanding the scope from a previous resolution that only covered Conkle Park.
