Utility Bill Adjustment Threshold Increased to $300
The council discussed and approved an amendment to ordinance number 953, which will adjust the authority and process for utility bill adjustments. The threshold for utility adjustments that can be approved without coming to the council has been raised from $100 to $300 due to the implementation of new water meters that revealed significant leaks. For adjustments over $300, review and sign-off by the city clerk's office is now required. The ordinance also clarifies roles within the utilities department, assigning adjustment responsibilities to the utilities director and lead clerk.

Neel-Schaffer Contract Amended for I-10 Corridor Project Phase One
The council approved a supplemental agreement number one to the engineering contract with Neel-Schaffer Incorporated for the I-10 corridor improvement project, phase one north of Interstate 10. This agreement updates the contract to incorporate additional funding from the Restore Act and GCRF, totaling approximately $6.8 million for the north project. The supplemental agreement is necessary to align with grant funding requirements and allows for the city to enter into the contract and generate funds. The project aims to connect the frontage road to Old Spanish Trail and potentially improve Old Spanish Trail up to Tanner, although the exact alignment beyond the initial connection is still under discussion.
