Rezoning Approved for 7305 Martin Bluff Road to C2 Community Commercial
The City Council approved a property owner-initiated rezoning of a parcel from split zoning (C2 community commercial and R1 low density single-family residential) to C2 community commercial zoning. The property is located at 7305 Martin Bluff Road, with GPC number 26-27-RZ. The applicant is Henry Zuber III. The rezoning aims to correct a perceived historical mistake of split zoning where parcel lines were not followed. The Planning Commission recommended approval, and the council concurred. Councilman Elvin expressed concerns from community members about the property becoming fully commercial, preferring an R1 zoning, but acknowledged it was not his property. The motion to approve was made by Councilman Minor and seconded by Councilman George. The vote resulted in a majority approval despite Councilman Elvin's statement and potential opposition from Councilman George and Councilwoman Jamison.
City Council Approves Docket of Claims
The City Council approved the docket of claims as presented. The claims were made available to council members and the public. The motion to approve stated that the entries were true, correct, properly entered, and not fraudulent. The motion was made by Councilman Fuller and seconded by Councilman Minor. All council members present voted in favor.
City Details Preparedness Plans for Heavy Rains and Potential Flooding
In response to concerns about heavy rains and potential flooding, Councilman Elvin inquired about contingency plans. City Manager Mr. Maltz (or staff member Carla, as addressed by Councilman Elvin) detailed the city's preparedness measures. Public Works will stage equipment for flooding, a bulldozer will be stationed for potential flooding on Gravel Lane, and a standby team is available. The fire department has a hybrid truck and swift boats ready. The police department will monitor the situation and has officers on standby. Public Parks and Rec has vehicles fueled, and chainsaws serviced. Scott's maintenance team is also ready to be called out. Councilman Elvin commended the logistical readiness.
Citizen Questions Utility Fund Transfers Amid High Utility Bills
During the citizen comments section, Brandy Stringer raised concerns about high utility bills in Gaucher and the transfer of $3.56 million from utility-related funds to the general fund over the last three fiscal years, as shown in city audits. She questioned the specific expenses paid with this money and how it impacted utility bills. City Clerk Comptroller Ms. Montgomery responded that inter-fund transfers for administrative and operations costs are cleared by auditors annually and that the city is moving away from these transfers to be more user-friendly for citizens. She stated these transfers are not illegal and have been conducted by the city for years, with consistent clean audits.
Council and City Manager Applaud Staff Efforts and Community Engagement Initiatives
Multiple council members and the city manager expressed gratitude to city staff for their hard work and dedication. Councilman Fuller specifically mentioned Carlos Moore, Scott, Ramona, and others. Councilman Fuller also noted that the city is going in the right direction and encouraged citizens to communicate any concerns. Councilman Minor recognized Councilman Rusty Anderson. Councilwoman Jamison advised caution due to the weather and offered help with sandbags. Councilman Jackson thanked the Goldwood Alumni for an event in Ward 2. Councilman George echoed thanks to staff, including Mr. Mogz, and praised the city's preparedness during recent inclement weather, noting Gaucher fared better than other coastal regions. Mayor Bond also expressed confidence in the staff's preparedness and thanked departments. The city manager, Mr. Maltz, thanked the team for their work during his absence and congratulated the Gaucher Alumni Association on a successful event. He also mentioned ongoing listening sessions and a new initiative, 'Inside Nature's Playground,' for department heads to engage with the public.
