Noise Complaints from Trucks Prompt Signage Request; Fourth of July Traffic and Decorations Discussed

Resident Peggy Smith addressed the city council regarding noise from trucks using her street, designated as a truck route. She specifically complained about semi-trucks using exhaust brakes at all hours, disturbing her sleep. Smith requested larger and better-placed signage to enforce the city ordinance prohibiting exhaust brakes within city limits. Another resident, who identified as a truck driver, acknowledged the issue and suggested using the police department's online complaint form for code compliance. Council President Vermillion and Councilman Bartholomew also mentioned experiencing similar issues. Later, Councilman Bartholomew discussed the upcoming Fourth of July parade, noting that roads would be closed from 9:00 AM, with the parade starting at 9:30 AM, and mentioned that Malala Avenue would be the primary route, not 213 or 211. He also addressed a question about banners for the Fourth of July, confirming they have been ordered and are expected to be up by the first of July if timelines are met. Councilman Shankle also noted that trucks had damaged banners in the past.

Water and Sewer Rates to Increase by 2.5% Based on CPI

The city manager announced an annual water and sewer rate adjustment based on the Consumer Price Index (CPI). This year's increase is 2.5% across the board. Specific increases include: water base rate up by 41 cents, water usage rate up by 10 cents per 100 cubic feet, higher usage tiers up by 10-12 cents, sewer base rate up by $1.65, sewer usage rate up by 32 cents, and storm drainage fee up by 13 cents. The average monthly increase for a single-family homeowner with a 3/4 meter is estimated at $2.52. The council noted that residents can conserve water to mitigate costs and that these gradual increases prevent larger, infrequent jumps seen in other cities. The city is also continuing its practice of sending out notices and including information in the newsletter.

City Hall Waterline Break, Staffing Updates, and Holiday Event Information Shared

The Malala City Council meeting included discussions on upcoming events and council communications. Council President Vermillion announced the Kitties parade on July 1st and the start of summer school on July 6th, noting that Malala Elementary School would be at full capacity for summer school. Councilmember Bartholomew wished everyone a happy Fourth of July and reminded attendees about parade road closures starting at 9:00 AM on July 4th, with the parade at 9:30 AM. He also confirmed that Fourth of July banners have been ordered and are expected to be installed by July 1st. Councilmember Binius apologized for participating remotely. Councilmember Bartholomew commented on the city's hiring process, advocating for a 'quick to fire, slow to hire' approach. City Manager Dan Huff provided updates on administrative staffing, the completion of the records center, and the ongoing election cycle, encouraging residents to consider running for city council. He also detailed the cause of recent damage to City Hall: a broken 4-inch water line that caused flooding. Huff also mentioned efforts to improve town aesthetics before the Fourth of July and a commitment to showing visible improvements annually. He noted that the compliance specialist is working through a backlog. Both the City Council and the Urban Renewal Agency expressed condolences for the passing of Jodie Nuland's husband.
