The City Council introduced Council Bill 3306, a resolution establishing policy objectives and benchmarks for amending Woodburn's urban growth boundary (UGB) under House Bill 4035. This bill, unique to Woodburn, allows for an expedited UGB expansion for housing, particularly affordable housing. The resolution, developed in consultation with Mountain View Development, aims to guide developers and protect the city's interests. Key changes include framing it as a policy directive rather than a land use decision, outlining preliminary site plan processes, and addressing affordable housing dispersal.
