Resident Appeals for Designated Fishing Area at Toalatin Commons Lake
A resident, Jerry Renfro, spoke during public comment requesting a designated fishing area at Toalatin Commons Lake. He noted that signs prohibiting fishing have recently been posted. Renfro emphasized the value of fishing as a social activity for young people, helping them develop communication and caring skills while reducing screen time. He proposed a location at the north end of the lake, away from restaurants, suggesting it would be safe and visible. He also mentioned that the docks at other local fishing spots like Brown's Ferry and Jurgens Park are busy.
Toalatin City Council Adopts Fiscal Year 2026-2027 Budget, Including State Revenue Sharing
Matt Warner, Assistant Finance Director, presented the resolution to adopt the city's budget for fiscal year 2026-2027, which includes approximately $360,000 in state shared revenues. These unrestricted funds will be used for general city operations. The resolution was adopted unanimously after a public hearing with no public comment.
Toalatin City Council Approves $177.5 Million Budget for Fiscal Year 2026-2027
Don Hudson, Assistant City Manager and Finance Director, presented the proposed city budget for fiscal year 2026-2027, totaling $177,467,610. Staff proposed two amendments totaling $80,000: $30,000 to carry over for police department building improvements and $50,000 for ADA and other improvements to the Parks and Recreation office building. The budget includes over $35.5 million in one-time capital outlay and imposes a permanent tax rate of $226.665 per thousand for operations and $4,431,474 for bonded debt service. City Attorney Kevin McConnell advised council members to declare a conflict of interest related to compensation and benefits as per Senate Bill 983 before voting. After declaring conflicts, the council adopted the budget unanimously.
Emily Hoff Joins Toalatin Parks and Public Works as New Helper
Tom Stiger, Parks Maintenance Manager, introduced Emily Hoff as the new full-time Parks Maintenance/Public Works Helper. Hoff, originally from Egan, Minnesota, holds a bachelor's in Environmental Science, has previous parks work experience, and enjoys hobbies like travel and card games. She has been actively involved in park activities since her hiring in March 2026 and has recently moved to the streets division in Public Works, with plans to return to the Parks department in September.
Toalatin Adopts Core Area Parking District Tax Rate with 3% Increase for FY 2026-2027
The City Council considered Ordinance 1456-26 to establish the Core Area Parking District (CAPD) tax rate for fiscal year 2026-2027. The CAPD board recommended a 3% increase to the tax rate, which was subsequently adopted by the council after first and second readings by title only. The ordinance will go into effect next year.
