June 15, 2026 City Council Meeting

Doug Bland's Appointment to Golf and Cemetery Board Denied Amidst Concerns
During the council meeting, there was a discussion regarding the appointment of Doug Bland to the Golf and Cemetery Board. Council members expressed concerns about his previous statements opposing private interests competing with the city and speaking against the expansion of golf holes at Lake View. While one council member appointed him due to his golf course ownership experience, others felt his negative stance on certain aspects of the municipal golf course made him a poor fit for the board, suggesting he might not be a champion for the cause. Ultimately, a motion to deny his appointment carried.
Legion Baseball Team Thanks City for Support of Cadwell Park Games
Caleb Chris, head coach of the Pallet City Post 18 Legion baseball team, expressed gratitude for the opportunity to play Legion baseball in South Dakota and specifically thanked the city council for supporting home games at Cadwell Park. He highlighted the privilege of playing at the historic field and acknowledged the improvements made to it. Carter McCormack, a senior captain, also thanked the council and sponsors, inviting attendees to the team's upcoming home games at Cadwell Park.
Lot Subdivision and New Home Construction Approved Under County Jurisdiction
The city council approved a resolution concerning the platting of a property, which involves separating a lot to allow the sale of the existing house to the owner's son and the construction of a new home. The property is under county zoning jurisdiction, and the Board of Adjustment has approved the necessary variances. The applicant will share the existing road approach, with no new access points to be created. The Planning Commission recommended approval.
Rezoning for Commercial Plaza on South Iowa Street Advances Despite Resident Opposition
The city council heard the first reading of an ordinance for rezoning a property, which had previously been recommended for approval by the Planning Commission, but that motion failed with a vote of 1-3 with three absent. Notices were sent to neighbors, signs posted, and the proposal was published in the paper. Three neighbors submitted letters in favor, while eleven were opposed, primarily due to concerns about traffic in the neighborhood. The applicant's proposal is to build a commercial plaza with six business condo units and a garage, similar to an existing development to the south, in partnership with Ethan Co-op Lumber. However, it was clarified that if rezoned to highway business, the property could be used for other highway business purposes in the future, potentially including high-density residential development (up to 24 units without conditional use, more with it), which concerned residents. A motion to approve the first reading passed, with a second reading to follow.
Council Denies Appointment of Doug Bland to Golf and Cemetery Board
The city council discussed the appointment of Doug Bland to the Golf and Cemetery Board. While the appointing council member recommended him due to his experience owning a golf course, other council members raised concerns about Bland's prior negative statements regarding the municipal golf course and private sector competition. They felt he might not be the best fit to champion the golf course's interests. Despite acknowledging his business acumen, the council ultimately voted to deny his appointment.
