New Street Light Approved for Saxton Drive Following Resident Request

The Senior Center needs assistance filling these routes, typically requiring 18 volunteers per week to cover the routes not handled by the Center for Independence. The proposal is for city employees to volunteer for one week at a time, four times a year, without using personal time off. The commission agreed to start with this frequency, with flexibility to adjust.
City Accepts 'Paul Rivere' Statue Donation for Permanent Display Downtown
The City Commission considered and approved the acceptance of a statue donation titled 'Paul Rivere' for permanent display in the city's collection. The donation comes from Rhonda and Doug Clute, along with the Forward Hereon organization. The agreement outlines the city's responsibilities for acceptance, display, liability, and maintenance. The statue is intended for display at 333 Dakota Avenue South, near the intersection of Third and Dakota. Provisions are included for future relocation or disposal if necessary, with negotiation with the donors. This sets a precedent for future art donations.
City Outlines Mosquito Control Strategy Amidst Increased Population
The City Commission received an update on the mosquito control protocol. The Parks and Recreation Department is implementing an ultra low volume (ULV) spraying protocol using a contact-only chemical. Ideal conditions for spraying include temperatures above 50°F, wind speeds of 2-8 mph, and application between sunset and midnight with no precipitation. The department uses two traps to monitor mosquito populations, identifying 'nuisance' mosquitoes (Aedes vexans) and disease-carrying mosquitoes (Culex tarsalis). Current counts show low levels of Culex tarsalis. Applications are scheduled for Wednesdays, with Thursdays as a backup, weather permitting. Ground application with benthrin is also used in parks for residual effect. The commission noted that the federal grant for mosquito spraying has ended.
State Fair Seeks Reduced Solid Waste Fees for Pony Barn Demolition
The City Commission considered a request from the South Dakota State Fair for reduced solid waste fees for demo material from the pony barn demolition. The street crew is demolishing and hauling the material to solid waste facilities. The material consists mostly of trash, with some steel and boards recycled. A reduced rate, specifically half the normal fee, is proposed for the landfill disposal because the city will use clay to cover the materials. The fair has had difficulty securing bids for the demolition.
