Mill Creek Police Report: May Statistics Show Increase in Cases, Emphasis on Community Engagement and Staffing
Chief Christine Petty Brown presented the Mill Creek Precinct police report for May 2026. Key statistics included response times for priority one (6 min), priority two (6 min), and priority three (12 min). The case trend showed an increase, with 910 new police reports compared to 800 in April. Calls for service were 2710, and transient calls increased to 60, with 23 mental health calls. Traffic statistics showed 416 citations, 11 DUI arrests, 68 accident reports, and 29 hit-and-runs. The DE unit reported 5 cases, 13 arrests, and significant seizures including 55 fentanyl pills and 8 grams of heroin. Community engagement included ice cream truck visits to schools. Investigations handled various cases, with Mill Creek Precinct detectives assigned 50 cases, 25 of which were submitted for charges. The records division processed over 38,000 offense reports and other administrative tasks from July 2025 to June 2026. Staffing updates noted only one department-wide vacancy prior to July retirements, with the promotion of Justin Hoyle to Assistant Chief.
Mill Creek City Council Reviews Fraud Risk Assessment, Scores Improve
The city presented its fraud risk assessment report for fiscal year 2023, highlighting improvements and areas for future focus. The assessment, a state-mandated requirement, involves a self-assessment of internal controls to prevent fraud. The city's score improved from 300 out of 395 in FY 2023 to 375. Key improvements include revising the conflict of interest policy, adopting an ethical behavior policy, requiring annual pledges, and establishing a fraud hotline. Future recommendations include establishing a formal internal audit function and improving the utilization of the audit committee. The audit committee guidelines were revised in April 2020 via Resolution 20-13 and further updated on June 8th to include a council member serving as treasurer and to focus on creating an audit plan for internal audit functions, meeting at least quarterly. IT security policies are also being reviewed and improved.
Mill Creek Selects Five Projects for 'Rock Your Block' Grant Program
Elise provided an update on the 'Rock Your Block' grant program. Ten applications were received, and five projects were selected for potential funding, with a total distribution of approximately $20,000. These projects require further work by July 6th for final approval. The selected projects include improvements along the right-of-way in District 1, a mural in District 2, a community hub (bench, little library, bulletin board) in District 3, and two projects in District 4: a southern pathway to Churchill Junior High with wildflower planting, and improvements to the park strip on Mill Creek Canyon Road. The review board consisted of council appointees with relevant experience, supported by staff from planning and public works.
Mill Creek Council Considers Resident's Art Proposal on Public Barrier, Eyes Policy Development
The council discussed a proposal from a minor resident to paint fish on a Jersey barrier on Murray Holiday Road. While the applicant's parents would sign an agreement, concerns were raised about the risks of a minor working on public right-of-way, as waivers from minors are legally limited. The proposed risk mitigation plan includes staying on the sidewalk, using cones, and wearing vests, with daily follow-up. The council expressed a desire to develop a formal policy or adopt an arts master plan to address such requests consistently, acknowledging that this instance could set a precedent. The possibility of consulting the Arts Council was also suggested.
