The council considered various policy options to raise standards for STRs, including requiring owner occupancy, local operator response times (within 15 minutes), certified education for operators, limitations on occupancy, and a requirement for STR operators to remit taxes monthly and provide reports to the city. The potential for grandfathering some existing STRs was also discussed, alongside the challenge of distinguishing between whole-home rentals and owner-occupied rentals (e.g., renting a room or basement). The council aims to refine policies before launching a new software system for STR management and enforcement, moving from criminal to civil enforcement.
