State Law Limits City's Authority on Fireworks Bans, Councilmember Explains
Councilmember DeKaiser addressed resident requests to ban fireworks, explaining that state law significantly restricts local authority. He noted that the city has already implemented all permissible restrictions, primarily banning fireworks east of 13th East and in specific hazardous areas, following guidelines from the fire marshal. He encouraged a continued discussion with the fire department and legislative representatives to explore additional measures, acknowledging the limitations imposed by current state law.

Sandy City Council Addresses Fireworks Regulations Amidst Fire Danger
During the general citizen comment period and council member business, the issue of fireworks regulation was extensively discussed. Councilmember DeKaiser clarified that state law significantly limits the city's authority to ban fireworks, with restrictions only allowed under specific statutory criteria related to hazardous environmental conditions and requiring a map by May 1st. The city has already prohibited fireworks in all areas allowed by state law, primarily east of 13th East and in specific natural interface areas. Fire Chief McConaghie and Fire Marshal Gerald explained that personal fireworks are banned east of 13th East, and also on city, school district, and church properties, with permits required for licensed pyrotechnicians. Enforcement includes patrols in banned areas, and fines for violations can start at $500. Open flame regulations and fire pit allowances were also clarified. The council acknowledged resident concerns and the limitations imposed by state law, with a suggestion to discuss further with the fire department and legislative representatives.
RDA Board Approves Budgets and Tables Building Occupancy Resolution
The Sandy City RDA Board discussed and approved resolutions related to its budget. Resolution RD 26-07 was a proposed amendment to the RDA budget, and Resolution RD 26-06 adopted the annual RDA budget for fiscal year 2026-2027. The board also discussed Resolution RD 26-008, which concerns the RDA approving occupancy in a city-owned building at 126 Seavalilli Drive, Sandy, Utah, for the communications department. Concerns were raised about the specific space, potential loss of lease revenue, and the need for more information, including a map of the proposed location and current office locations. A motion was made and passed to table this resolution until a more accurate map and further information on leases and repair costs can be provided.
