Mayor Joy Pro and the Leighton City Council issued the proclamation, calling on citizens, schools, businesses, and faith communities to promote positive childhood experiences and support families. Debbie Commtock, representing several coalitions, accepted the proclamation on behalf of community partners.

Leighton City Sells Midtown Crossing Detention Basin Parcel to 840 Elmre LLC for Parking Expansion

The council considered a storm drain agreement and land purchase for the Midtown Crossing detention basin. 840 Elmre LLC wishes to purchase the city-owned parcel, which contains part of the detention basin, to convert it into an underground facility for parking. The purchase price is $25,000, and 840 Elmre LLC will bear all costs for converting the basin. The city determined the property is not significant under municipal and Utah codes. The detention basin will maintain its required 1.87 acre-feet capacity. The agreement outlines responsibilities for maintaining storm drainage systems. 840 Elmre LLC will post a $25,000 surety bond and maintain liability insurance. Staff recommended adopting Resolution 2634 and approving the agreement, which passed with a unanimous voice vote.

Leighton City Adjusts Sewer, Garbage, and Recycling Rates; Updates Fee Schedule

The council discussed Ordinance 26-20, which adjusts various city fees and rates, specifically addressing increases in sewer, garbage, and recycling rates. The sewer rate increase is tied to a master plan and rate study, necessary for system maintenance, improvement, and partnership with North Davis Sewer District for waste treatment. The garbage and recycling rates are subject to annual cost of living adjustments from Waste Management. The city has historically tried to spread rate increases over several years to ease the burden on citizens. The presentation clarified that water rates include a base charge to ensure service availability, regardless of individual usage, as determined by rate studies. Other fee adjustments included fire inspections, plan reviews, fire training facility use, and civil penalties. The council approved the ordinance, including a suggested amendment to clarify the verbiage for businesses requiring annual fire safety inspections. Council Member Bloxom made a motion to adopt the ordinance with specific changes regarding the fire inspection fee verbiage and removal of an outdated effective date.

Leighton City Removes Mandatory Fencing Requirement for Seasonal Vendors

The council considered an ordinance amendment to remove the requirement for a 6-foot temporary fence around seasonal vendors like pumpkin patches and tree lots. The applicant, Tyson Roberts, and city staff noted that the cost of such fencing had become prohibitive for these small, seasonal businesses with narrow profit margins. Police Chief confirmed no crime incidents related to the absence of fences in recent years. Other cities in the county were surveyed, and only Clinton had a similar requirement, making Leighton City's requirement unique alongside Clinton's. The Planning Commission unanimously recommended removing the mandatory fencing. The new ordinance allows fencing but does not require it. The amendment, ordinance 26-15, was approved following a public hearing where Tyson Roberts spoke in favor, emphasizing the service these vendors provide to the community. The vote was unanimous via roll call.

Leighton City Council Approves Compensation Adjustments for Executive Officers and Elected Officials

The council discussed proposed changes to the compensation of executive municipal officers and elected officials.
