City Approves Firefighter Grant Application for Wildland Gear

City Sets Schedule for 2027 Budget Work Sessions
The commission discussed scheduling dates for 2027 budget work sessions. Key dates mentioned include mid-to-late July and early August to accommodate the Revenue and Necessity (RNR) hearing deadline of September 20th. Non-profit funding requests are due by July 30th, with a potential work session on July 14th for review. The first budget work session for departmental reviews is tentatively scheduled for July 24th at 1:00 PM, with a second session to follow in mid-August. The commission emphasized the need for clear financial presentations and discussions regarding visionary goals and project funding, particularly concerning the large financial commitment from recent events.
City Enforces Current Liquor Sales Hours Amidst Extended Hours Legislation
The Liberal Police Department, represented by Chester Pinkston, addressed concerns regarding House Bill 5481, which allows municipalities to opt-in for extended liquor sales hours (until 5 a.m.) during the FIFA World Cup. The City Commission has not opted in, meaning the current law (2 a.m. closing) remains in effect. Pinkston noted that one establishment has been observed staying open until 5 a.m. twice, and two other businesses were named as potential offenders. An educational effort will be undertaken to inform businesses about the current regulations and the city's non-participation in extended hours. Enforcement actions, including citations and potential license suspension, are possible if voluntary compliance is not achieved. The city manager confirmed that Liberal has chosen not to opt into the extended hours due to not hosting World Cup events and not seeing a necessity.
City Commission Approves Vouchers Totaling Over $2.9 Million
The commission approved a motion to pay vouchers totaling $2,945,343.78. This is a routine financial item to cover outstanding payments for city services and projects.
Additional $100,000 Approved for Dog Park Concrete Parking Lot
The commission discussed and approved additional funding not to exceed $100,000 for the dog park project to cover the cost of a concrete parking lot. This project, previously approved on May 12th, 2026, with a budget of $194,000, did not initially include the parking lot construction. The new funding will cover concrete, gravel, and rebar for the parking lot, which will provide additional off-site parking for the park, splash park, and recreation center. The funds will be drawn from the community development portion of the 1% sales tax.
