City Earns Unmodified Audit Opinion Amidst Grant Findings and Fund Balance Decrease

The City Council reviewed the Annual Comprehensive Financial Report (ACFR) for the fiscal year ended September 30, 2025. The water and sewer fund had operating revenues of $100.8 million and a net position change of $5.4 million. The ACFR reported a positive variance of $5.2 million overall in revenues over expenditures, prior to transfers. The report also noted nine findings related to federal and state grant programs, including a material non-compliance finding for the airport grant regarding the identification of assets acquired with federal funds. Two significant audit adjustments were recorded, leading to a financial statement finding and a material weakness classification, related to uncollected receivables and lease receivables not recorded in the general fund. Management is developing corrective action plans for these findings. Discussions also covered the city's financial position, debt capacity, and the increasing costs of personnel, healthcare, and infrastructure.

Annual "Every Drop Counts" Contest Showcases Student Water Conservation Art, Expands Reach

The "Every Drop Counts" program held its annual calendar contest, receiving 240 submissions from students. The program aims to inspire awareness and action around water conservation.
