Canyon City Commission Approves Rezoning of Old Bus Barn Property to Commercial District

The city commission considered and approved ordinance 1253, which rezones a 2.46-acre property from SF43 (single-family agricultural residential) to RC2 (commercial district). This property, formerly the old bus barn, was recently sold by Canyon Independent School District and annexed into the city. The rezoning aims to retain the existing commercial use of the property as a mechanic shop and individual usage of the shops. Public notification was provided to 7 property owners within 200 feet, with three responses received: two in support and one opposed due to concerns about commercial nature. The Planning and Zoning Commission had previously considered and voted on this request. The ordinance also includes provisions for posting zoning maps, repealing conflicting ordinances, and establishing an effective date.

Canyon City Commission Supports Continued Cooperation with Potter Appraisal District

The city commission recommended authorizing the Mayor to sign a letter to the combined board of the Potter Appraisal District. This letter expresses the city's desire to continue the intergovernmental cooperation with the district, which currently spans two counties (Potter and Randall). There have been discussions about potentially separating the district, but the city believes this would lead to increased costs and decreased efficiency for taxing entities, including the city, county, and school district. The letter emphasizes a good-faith effort to resolve differences and maintain the organization. It acknowledges the unusual structure of a two-county appraisal district but notes a lack of challenges over the past 38 years.

Canyon Fire Department to Hire Three New Firefighters with FEMA SAFER Grant Approval

The city commission considered and approved a resolution to support the application and acceptance of the Fiscal Year 25 FEMA SAFER grant. This grant will fund the hiring of three full-time firefighters for the Canyon Fire Department and authorize the Fire Chief to manage the grant. While the city ideally needs six firefighters per shift, financial constraints currently limit the number to three through this grant. The SAFER program awarded only four grants in Texas last year. The city will have a match requirement, which will be discussed further during budget deliberations. This is a step towards addressing the department's staffing needs.

Huntsley Road to Receive Microsurfacing Maintenance to Extend Lifespan

The city commission authorized the purchase of street maintenance services for Huntsley Road from Inter Mountain Slurry Seal, Inc. Huntsley Road requires approximately $5 million in repairs, which the city plans to undertake in about seven years with current funding and potential NPO grant funding. In the interim, microsurfacing maintenance will be performed to extend the street's lifespan. The agreement covers 17,280 square yards of street for $172,197.50 and is part of a cooperative agreement through TIPS (managed by Region 8 Education Service Center). This service does not include street striping or markings, for which separate bids are being pursued. The current budget has sufficient funds ($441,978) remaining for street maintenance projects to cover this proposed seal coating.

Canyon and Randall County Formalize Agreement for Special Event Permitting on Courthouse Square

The city commission adopted an interlocal cooperation agreement with Randall County for the use of the courthouse square during special events. This agreement aims to streamline the permitting process for special events held on the shared jurisdiction area around the courthouse. Under the agreement, the city will handle permitting for these events, simplifying the process for organizers. The agreement is contingent on county commission approval and is primarily for public events like the Fourth of July celebration and Chamber of Commerce activities. It includes a clause allowing termination with 60 days' notice by either entity. The county has previously denied private events on their property, such as weddings.
