Plainview City Council Renews Primary Depository Contract with Happy State Bank
The Plainview City Council considered Resolution R26-701 regarding the selection of a primary depository service. Texas local government code requires municipalities to solicit bids for this service every five years. The current contract ends September 30th, with the new contract beginning October 1st, 2026, for a three-year term with options for two additional one-year extensions. Valley View Consultants assisted in the bidding process, contacting local banks. Four banks submitted applications, and after review based on service fees and interest income, staff recommended continuing the relationship with Happy State Bank, which offered no monthly fees and a competitive interest rate. Prosperity Bank also offered a competitive interest rate but had monthly fees. The resolution was approved unanimously.
Plainview City Council Approves Axon Technology Contract Renewal with Enhanced Features
The Plainview City Council reviewed and approved a contract renewal with Axon Enterprise Inc. for public safety technology. This contract includes body cameras, NCAR cameras, tasers, drone software, interview room software, and additional Taser 7s. The proposal also adds redaction assistance for open records requests, auto-transcription for improved report writing and evidence management, and auto-translation for field use. The total cost for the nine-year contract is $212,500 annually, with the first year prorated. The council discussed concerns about data storage and vendor reliability over the contract's duration, with assurances that data is retained and can be transferred, and that the city can opt out annually. Staff and council members expressed strong support due to expected efficiency gains and cost savings compared to hiring additional personnel.
Plainview Community Development Team Reports Progress in Code Compliance and Building Services
Philip Mize, Chief Building Official, presented the annual Community Development report, detailing the work of his team in code compliance and building services. In code compliance, the team conducts area sweeps, sending out informational flyers and letters in advance, and addressing violations related to parking, trash, debris, weeds, and tall grass. Last year, 1710 sweep letters were sent, and 1601 have been sent this year to date. Violations and citations are tracked, with a focus on achieving a 92% compliance ratio without citations. In building services, the department reviews site plans and construction plans, issues permits, and conducts inspections to ensure buildings comply with adopted codes and ordinances. Notable projects include the Hutto County Juvenile Justice Alternative Education Program, the new Hutto County Jail, and the First State Bank building. The department also handles minimum housing cases, aiming to repair or demolish substandard structures, with 17 cases reviewed and 5 closed this year. They reported issuing 447 permits year-to-date with a valuation of $51 million, and collecting $69,000 in permit fees. Council members commended the team for improvements in town cleanliness and efficiency.
Plainview Chamber of Commerce Reports on Successful Year of Business Support and Community Engagement
The Plainview City Council received an annual report from the Chamber of Commerce detailing their activities and contributions to the community. The report highlighted the recognition of monthly businesses and students, networking events like 'Business After Hours,' and fundraising efforts for the annual July 2nd fireworks display, aiming to raise $21,000. The Chamber also noted its 39 ambassadors, promotion of 'Shop Small Saturday,' numerous ribbon cuttings for new and relocating businesses, and its involvement in public education mini-grants for PISD teachers, totaling $5,550 in donations.
