City Approves Amendment Extending Housing Project Deadline and Revising Grant Disbursements
The City Council approved the Third Amendment to the Moderate Income Housing American Rescue Plan Act (MIH ARPA) grant agreement between the City of Great Bend and the Kansas Housing Resources Corporation (KHRC). This amendment extends the construction completion deadline for the housing development project to December 31st, 2026. It also revises the disbursement schedule for the $142,500 grant, allowing for the final disbursement upon completion of 66% of the general construction contract value and expenditure of additional project costs. The amendment clarifies that MIH ARPA funds will cover non-qualified rehabilitation expenses, such as property acquisition and site work. The city is also being considered by KHRC as one of six projects statewide for potential extra funding due to the project's community value.
City Council Receives Update on Factor Truck Replacement, Recommends Against Costly Repairs
The Utilities Director provided an update on the 2018 factor truck, initially requesting approval for fan repair costing $25,700. However, a more detailed inspection revealed additional deficiencies including hydraulic leaks, rear door seal issues, structural rust, and valving issues, making the overall repair cost potentially exceed $80,000. Staff recommended against proceeding with repairs, as the truck is end-of-life and planned for replacement in fiscal year 26. An intent to purchase agreement for a new dealer demo truck from Key Equipment was signed, placing a 30-day hold on the vehicle. The replacement is planned for the first meeting in July, with funds already budgeted through capital outlay and reserves, potentially including PFOS money.
City Approves $2.1 Million Asphalt Resurfacing Project with Venture Corporation
The city solicited bids for the 2026 asphalt resurfacing project, receiving one bid from Venture Corporation for a base bid of $2,888,051.15. The project includes mill and overlay improvements on several key roads including Patton Road, Broadway Avenue, Harrison Street, Monroe Street, Washington Street, Vaseo Drive, 12th Street, Morton Street, and Fry Street. Chip and fog seal treatments are also included for various residential streets. An alternate bid for Broadway Avenue ($86,894) was not recommended for inclusion due to the city not being awarded a K-DOT grant. However, an alternate bid for 16th Street ($37,899) is recommended. The project aims to improve high-volume roadways and residential streets. Venture Corporation anticipates starting work on or before July 13th, 2026, funded by the city's quarter-cent sales tax.
