Lexington School District 2 Approves $19 Million Bond Resolution for Capital Projects and Debt Payments
The board approved a bond resolution authorizing not to exceed $19 million. Approximately $2 million of this amount will be allocated for installment purchase revenue bond payments, and the remaining balance is intended for capital projects. This resolution has been considered by the board annually for the past five to seven years. The Educational Facilities Corporation (EFC), a South Carolina nonprofit, was established in 2006 to finance educational facilities through installment purchase revenue bonds, which do not count against the school district's debt limit. The EFC's original bond issue was $32 million in 2006, refinanced in 2015. The 2015 A bonds ($8,365,000) were fully repaid by December 1, 2021. The outstanding 2015 B bonds will mature on December 1, 2030. After 2030, the EFC's financing purpose will conclude, and assets will be transferred to the school district. The EFC currently has four directors appointed by the board of trustees.
High Schools to Offer New Locally Approved 'Athlete Physical Education' Course
The board approved the addition of a new course, 'Athlete Physical Education (PE) 1 through 4,' to the high school course catalog for the 2026-2027 school year. This course is locally board-approved and not part of the South Carolina state course code catalog. While it fulfills high school graduation credit requirements, college acceptance of this credit is at the discretion of individual institutions. It also allocates funds for new curriculum and training for ML learners, reading intervention, and additional positions such as a school counselor, ML support teacher, and speech teacher. The budget also incorporates a 10% increase in stipends for middle school coaches and a 2% increase for high school coaches, aiming to make salaries more competitive. Additionally, funding for athletic training programs and $50,000 per high school for supporting programs are included. The budget also reflects an increase in the use of millage by two mills, generating approximately $538,622, and utilizes fund balance at 2.425017%. The approved budget totals $132,486,257 in expenditures, with salaries and fringes accounting for 84% and programs and operations for 16%.
