Research Reveals Most Cities Combine Vacant Property Ordinances with Business Incentive Programs

Councilmember Carter researched vacant property registration ordinances in other South Carolina cities. Out of 11 identified cities, nine have business incentive or redevelopment programs alongside their vacant property ordinances. Only Mullins and Waynesboro did not appear to have such programs. This suggests a common approach of combining redevelopment encouragement with vacant property management. Carter suggested that if Casey pursues a vacant property ordinance, it should consider a comprehensive range of tools, citing examples like Aiken's performance-based incentives and Florence's hospitality tax-funded facade grant program. The councilmember emphasized the importance of work sessions for giving staff clear direction on using funds like hospitality tax for business incentives and redevelopment.

City Council Approves New Ordinance Regulating Golf Cart Usage

The City Council approved the second reading of Ordinance 2026-05, which amends Chapter 38 of the City of Casey Code of Ordinances to add Section 38-38, regulating the use of golf carts. The ordinance establishes that operators must be at least 16 years old with a valid driver's license, possess proof of insurance and registration, and display a DMV sticker. Golf carts are permitted on secondary streets with speed limits of 35 mph or less, and can cross intersections with higher speed limits. Operational hours are set between 6 a.m. and midnight, requiring headlights and taillights after sunset. Passengers under 12 must wear safety belts. The ordinance removes state limitations on travel distance within the city, allowing greater flexibility for golf cart use throughout Casey while maintaining safety requirements.

Danbo Troll Project Fails to Qualify for State Grant; City Continues Search for Funding

Councilmember Carter inquired about grant opportunities for the Danbo troll project. Staff informed the council that the project does not qualify for the South Korean Parks Recreation and Tourism Undiscovered SE grant program because the city will not own the troll. Councilmember Carter expressed thanks for staff's efforts in seeking grants but stressed that pressure should not be placed on staff if funding is not secured. The council is prayerful about securing grants, private funding, or donors to reduce taxpayer costs for the project.

A Riverland Park family fun day focused on fire safety will take place on Saturday, June 27th, from 10 a.m. to 2 p.m. at the corner of Brookcliffe Road and Hudson Avenue. The event will offer free popsicles, popcorn, and water. The event is organized by the Riverland Park members and supported by Chief Bullard and his team, aiming to bring the community together.
