City Council Approves Additional Funding for Airport Taxiway Project Amidst Rising Costs
The Lebanon City Council considered a supplemental appropriation request for the Airport Taxiway A extension capital project. The project experienced cost overruns due to increased oil prices, necessitating an additional $771,000. The FAA and state will cover 97.5% of this amount, with the city's share being $19,300. The council approved the appropriation and the transfer of funds from the airport fund balance to cover the city's portion.
City Council Advances Zoning Changes for Child Care Facility and Approves Zoning Exemption for Water Infrastructure Project
The City Council discussed proposed amendments to the Lebanon Zoning Ordinance to facilitate the development of a child care center at the SAU 88 property. The amendments include adding child care centers as a permitted use under specific conditions and allowing parking spaces for the facility to be located on an adjacent lot. These changes are driven by the SAU 88 project and aim to streamline the permitting process. The council also discussed the nuances of 'child care facility' versus 'group daycare facility' and potential future alignment with state statutes. A public hearing for these amendments was scheduled for August 19, 2026. The council also reviewed a request for an exemption from zoning requirements for the Poverty Lane Isolation Control Valve Building Project, a small infrastructure project on airport property. The city engineer requested exemptions for lot size, frontage, and setback requirements to allow for a 50x100 foot building. The planning board previously recommended a public hearing for this exemption. The council approved both the zoning amendment scheduling and the exemption for the control valve building.
Winter Shelter Serves 66 Individuals; City Sees Shift in Resident Usage and Declining Operations Costs
The City Council received a presentation on the third and final season of the Lebanon Emergency Winter Shelter. Data from the past winter indicated that 66 unique individuals used the shelter, with an additional 12 utilizing motel overflow. The average length of stay increased, and the average age of guests also rose. Notably, the number of Lebanon residents using the shelter declined, while Vermont residents' usage increased. The presentation highlighted the significant impact of the TLC Recovery House and Headrest Recovery House in reducing the need for the winter shelter. The city spent $88,404 on shelter operations, significantly less than the estimated cost of providing motel rooms for all guests ($201,767). The state of Vermont contributed $53,350 towards operational expenses.
Draft Housing Chapter of Master Plan Presented, Highlighting Supply Shortages, Affordability Issues, and Shifting Demographics
The City Council received a presentation of the draft housing chapter of the Lebanon Master Plan. The chapter, developed over nearly two years with extensive public engagement, identifies four primary issues: a persistent supply and demand imbalance, widespread affordability challenges, workforce housing constraints, and changing household composition (predominantly one or two-person units). The plan emphasizes data-driven decisions and aims to maintain Lebanon's socioeconomic diversity. The Urban Land Institute (ULI) will host a panel on July 14th-15th to discuss implementation strategies. The council was urged to read the draft chapter and participate in the ULI sessions. Discussions also touched on the timeline for completing the full master plan, the prioritization of vision and land use chapters, and the need for adequate resources. The RKG fiscal impact study, which analyzes tax revenue implications of different housing types, was highlighted as a key resource.
