Residents Raise Concerns Over Road Maintenance Gravel Quality; Board Discusses Challenges
Correspondence was received from Anne Shrivever expressing concern about the quality of gravel used in road maintenance, specifically mentioning Campbell Flat Road and Hogback Road, and requesting consideration for finer, better-graded materials. This sparked a broader discussion on the challenges of maintaining town roads, including material choices, weather impacts, and the high percentage of local road expenditure funded by taxpayers. The board acknowledged the difficulty of maintaining extensive dirt roads and the nuances involved, with some members noting recent improvements in road maintenance practices despite resident concerns.
Town Manager Report Highlights Staffing, Infrastructure, Public Safety, and Planning Updates
The Town Manager provided a comprehensive report covering various town departments. Key updates included the acceptance of an offer for the Assistant Finance Director position, expected to start mid-July. The Town Manager and Finance Director met with auditors Sullivan and Powers, expecting the audit results earlier than in previous years. The Planning Department's Village Master Plan group held successful meetings, and a pedestrian scoping study was submitted. The Department of Public Works completed the Morland Bridge paving and guardrail project, restriped crosswalks, and is preparing for the Route 132 Culvert project. The Fire Department announced a new dry hydrant is operational. The Recreation Department held a successful 'last day of school' ice cream handout. The Clerk's office implemented credit card processing and is preparing for the August 11th primary election. The Town Manager also noted Willox Tree Service's progress, a successful paper shred day, and ongoing efforts to resolve a persistent water issue on Main Street. Updates were provided on opioid fund discussions, road maintenance concerns, and the progress of Article 36 task force recommendations regarding fuel usage and greenhouse gas emissions.
Norwich Select Board Reviews Resident Concerns on Road Maintenance Materials and Conditions
Correspondence was received from Anne Shrivever (Sergeant Lindsey Putnam) expressing concern about the quality of stone used in road maintenance on Campbell Flat Road and Hogback Road, questioning if a finer, well-graded material could be used. She also noted that dirt road maintenance conditions have changed over time due to weather and material availability. Other residents also commented on road conditions, with one mentioning flat tires from gravel. The Town Manager noted the stone used is consistent with past practice and other towns, and that recent heavy rains may have washed out smaller aggregates, leaving larger stones visible. The board considered having a future agenda item for open discussion on road maintenance challenges and conditions.
Norwich Select Board Debates June 3rd Meeting Minutes Amidst Open Meeting Law Concerns
The Select Board discussed and voted on minutes from June 3rd and June 10th, 2026. A significant portion of the discussion revolved around a potential open meeting law violation concerning the June 3rd meeting's executive session for item four. Public commenter John Carol alleged the session was improperly warned, rendering any actions taken invalid. The board acknowledged the procedural oversight, with the Town Manager taking responsibility and agreeing to provide a written synopsis for the next packet. There was debate on how to accurately represent the event in the minutes and address the potential legal ramifications, with suggestions ranging from amending the minutes to noting the issue, to waiting for a formal complaint. A member also requested a correction to the minutes regarding specific comments made about executive session discussions.
Town Treasurer Provides 2026 Grand List Abstract Update and Grievance Schedule
Daryl Lindberg provided an update on the grand list abstract for 2026. The abstract will be filed with the town clerk and posted publicly. 623 letters of change of assessment and 163 letters for land use allocation will be mailed. The total grand list abstract is $1,261,500,000, an increase from the previous year's $1,239,210,000, a difference of approximately $21,849,000. Lindberg noted that about 300 of the 623 change of assessment letters are due to a software upgrade. Grievances will begin on July 10th at 9:00 a.m., with a deadline of 4:30 p.m. on July 9th for written grievances. The memo included with the letters explains that changes may relate to permanent inspections, neighborhood code changes, software conversion, or corrected assessment errors.
