Town Considers Opt-In Notification System for Emergencies and Events
Tom Tolbert presented an opt-in notification system that costs approximately $2,000 per year. The system allows for sending text messages for emergencies and events. Residents must subscribe to receive messages. The town would pay the vendor for the software, and there is no cost for residents to sign up. The board expressed interest in learning more about the system's success rate in other towns and data points before making a decision. They requested more information and a potential demo.
Jamaica's Reappraisal Process Nears Completion; Discussion on Increasing Justices of the Peace
The listers will send out appraisal change letters on Wednesday. They encountered glitches but have completed the reappraisal process, which takes three years. A reappraisal in two years is expected to lead to many appeals. The town currently has five Justices of the Peace, and with a population over 1,000, can have seven. An article to increase the number of justices may be added to the town warrant for a vote at a special or general election, as the general election is this fall and the term is two years. The board discussed the process for increasing the number of justices, noting it requires a town vote.
Committee Formed to Study Jamaica Village School Property Development and Funding
The Select Board discussed the formation of a committee to address the Jamaica Village School property's use and development. The proposed structure includes a core steering committee and members at large. The committee will study case studies from the Preservation Trust to prepare an application and will recommend a name for the committee. They aim to form a 501c3 for future funding capacity and will explore grant opportunities, including from the Preservation Trust, with applications due September 8th. The town will own the building, and the 501c3 will handle operations. The committee plans to meet, gather data, and potentially visit Montpelier. They aim to complete the project within 3 years and have shared case studies via Google Drive.
Select Board Approves Timesheets and Pay Orders
The Select Board approved timesheets for town office staff, listers, highway road crew, and transfer station attendant. They also approved pay orders as published. These are routine financial approvals for town operations.
