May 2026 Financial Update Shows Revenue Shifts, Increased Expenditures

The Finance Committee presented the financial update for May 2026, the first month of the new fiscal year. General fund revenue is down 4.5% compared to last year, largely due to the delayed receipt of property tax revenue from Cook County and the elimination of the state grocery tax. However, other local taxes, driven by a new municipal grocery tax, are up significantly. Intergovernmental receipts are down due to lower state sales tax, but combined state and municipal grocery tax revenue is higher. Permit receipts are up 26.8% due to increased repair permits. Charges for services are lower due to timing of water tower lease payments and ambulance receipts. Fine revenue is up 14.1% due to the state's debt recovery program. Miscellaneous revenue is down 19.2% due to lower interest rates. Total general fund expenditures are up 8.5% but remain within budget expectations.

New Fee Structure for Lift Assist Services Adopted for Facilities

The Village Board adopted an ordinance establishing fees for lift assist services, effective after the sixth occurrence in any calendar year. This new fee structure, which will charge $500 per occurrence, applies only to assisted living and nursing facilities, not private residences. The primary goals are to recover costs associated with EMS personnel time, equipment wear, and fuel, and to deter non-emergent calls, thereby ensuring EMS resources are available for actual emergencies. The ordinance aligns with Illinois Public Act 104-0057.

Roadway Paving Project Engineering Services Approved

The Village Board approved a resolution and professional services agreement with Hancock Engineering for design and construction engineering services for the 2026 roadway bond paving project. This project, funded by a $10 million bond approved by voters, will improve four specific roadways: Raymond Avenue (26th to 30th), 28th Street (Raymond to Ostrander), Castle Circle (Robin Hood Lane), and King's Court (Robin Hood Lane to Robin Hood Lane). The engineering services will cost up to $128,400 for design and $71,600 for construction engineering, totaling $200,000, which is within the $500,000 allocated in the fiscal year 2026-27 budget for these services.

Michael's Pancake House Approved for New La Grange Park Location

The Village Board discussed and approved a resolution expressing intent to reimburse Michael's Pancake House for redevelopment costs associated with opening a new restaurant location at 712-714 East 31st Street. This project involves renovating a former fitness center space and will create a breakfast and lunch-focused restaurant with indoor dining and carryout service. The approval allows staff to gather more information and negotiate a potential redevelopment agreement. The owners, Miguel and Eduardo Guadalupe, expressed gratitude for choosing La Grange Park.

Police Department Office Renovations Approved, Bid Process Waived

The Village Board approved a resolution waiving the competitive bid process and authorizing a vendor contract with F.H. Paschen SN Nielsen Associates LLC for the renovation of certain offices within the La Grange Park Police Department facility. This project, which addresses upgrades to the electrical panel and renovation of rooms that have not been touched since the building's construction 50 years ago, is estimated to cost $139,495. The waiver of the bidding process was supported due to the existing positive working relationship with the contractor and the need for timely upgrades.
