Shaw Construction Recommended for Mansion Addition Project; Tasers Approved for Police Department
Shaw Construction and Management has been recommended to be awarded the role of construction manager for the Governor Warner Mansion addition project. This decision follows a request for proposals from five area companies. In a separate procurement, the city approved the purchase of 23 Tasers for the police department from Axon Enterprises Incorporated.
Downtown Development Authority Advances Mansion Addition, Art Park Promenade, and Retail Incubator Projects
The city is moving forward with several development projects and improvements. The DDA is nearing the bidding stage for the Governor Warner Mansion rear addition project, with Shaw Construction and Management recommended as the construction manager. The DDA's proposed budget for 2026-2027 includes design for the Grand River and Grove Street intersection to improve pedestrian crossing into the Art Park Promenade. Capital outlay projects include design and construction for grade corrections on Farmington Road and outdoor seating improvements on Grand River, as well as plant replacements along Grand River. The Art Park Promenade is nearing completion, with boulders being strategically placed and staining of the fence occurring. The 'Make a Wave' community art mural, involving 672 participants, has been recognized with a District Placemaking Award. The new retail lab, a 400 sq ft retail incubator, is set to open soon with short-term leases for retailers. The DDA received the national Great American Main Street Award in Tulsa, recognizing two decades of work. The DDA also presented its 25-26 budget amendments, showing an increase in revenue and expenditures due to grants and event proceeds. Additionally, a loan to the Farmington Civic Theater was extended to June 30, 2027, as the theater cannot currently repay the $154,000 loan.
City Council Approves Purchase of New Tasers for Police Department
The City Council approved the purchase of 23 Taser Model 10s, along with batteries, cartridges, bolsters, training materials, evident software, and a cleaning kit, from Axon Enterprises Incorporated for $115,533.60. This purchase is intended to equip each officer with current technology and training materials, replacing the existing six Tasers which are approximately nine years old and out of warranty. The purchase agreement is to be signed before June 30, 2026, to lock in current rates before a scheduled price increase on July 1, 2026, with invoicing and delivery potentially occurring after July 1st, falling within the fiscal year 2026-2027 budget. Payment can be made in full or over five years with installment payments of $23,167.72.
City Council Approves DDA and City Budgets, Sets Millage Rates, and Adjusts Utility Fees
The City Council approved the Downtown Development Authority's (DDA) fiscal year 2026-2027 budget and established the 2026 principal shopping district rates. They also approved amendments to the DDA's 2025-2026 budget. Additionally, the council approved the 2026-2027 fiscal year budget and millage rates, with a total millage rate of 18.1097 mills. Amendments to the 2025-2026 budget were also adopted, along with resolutions for refuse, recycling, water, and sewer rates. A 3% increase for non-union employees was approved, and budgets for the Brownfield Redevelopment Authority, Corridor Improvement Authority, and 47th District Court were adopted. Amendments to the Corridor Improvement Authority and Brownfield Redevelopment Authority budgets for fiscal year 2025-2026 were also passed.
City Implements Residential Water Cross-Connection Program and Adjusts Water/Sewer Rates
The city is implementing a residential cross-connection control program with HydroCorp for a 5-year contract. This program, which is a requirement following a sanitary survey, will involve inspecting approximately 300 homes per year over an estimated 10 years to ensure water system safety. The cost is approximately $33,000 for the first year, with a 4% annual increase thereafter. The city also approved amendments to water and sewer rates due to increases from the Great Lakes Water Authority (GLWA). Farmington's water rates will increase by 7% and sewer rates by 8.5%, exceeding GLWA's increases to fund necessary repairs to the city's aging infrastructure.
