Livonia Approves Lease Agreement for Livonia Spree '76 at Ford Field Park
The council approved a lease agreement with the Livonia Anniversary Committee Inc. for the use of Ford Field Park to host the Livonia Spree '76. This agreement is intended to formalize the use of the park and provide the Spree grounds to enforce rules and ask misbehaving individuals to leave, in response to concerns about disruptive behavior at similar events. The motion passed 5-0, with Vice President Brockway recusing himself due to a conflict of interest related to the Spree.
Resident Questions Housing Commission's Financial Separation and Transparency
Resident Denise Micah questioned the separation of the Housing Commission from the city's general fund, citing a $1.8 million allocation to Silver Village in the general fund budget. She argued for continued oversight and transparency, questioning the use of state and federal money and competitive bidding practices. Micah also asked how the Housing Commission is paying for ADA bathrooms at the library, suggesting a disconnect between allocated funds and expenditures. She noted that the Housing Commission meeting schedule and location have changed.
Audience Communication Highlights Concerns on Grants, Flags, Millages, and Infrastructure Costs
During audience communication, Jim Biga raised concerns about the use of grant funds for alcohol at the upcoming event promoted by the police chief and mayor, stating it would be against federal and state law. He also questioned the city's handling of a flag displayed on Middlebelt Road, referencing obscenity rules and the Miller test, suggesting the city send a letter to the flag's owner. Jerry Karasinski discussed the upcoming public safety and senior services millages, offering to host sessions explaining city funds and the impact of voting down the public safety millage. Frank McDermott sought clarification on a $20,000 temporary ramp purchase versus a potential $6,000-$8,000 permanent fix. John Pastor encouraged a 'yes' vote for the public safety millage and a 'no' vote for the SMART bus millage, while also addressing issues with SPRI bands. Sandra Raklinski suggested closing the SPRI park earlier to mitigate teenage disruption.
Livonia Committee Recommends Special Use Ordinance for Data Centers, Rejects Moratoriums
The Economic Development Strategic Planning and Technology Committee discussed data centers and the potential for moratoriums. City Attorney Goldstein advised against moratoriums due to legal challenges and recommended developing an ordinance to define their use and rationale. For data centers specifically, he suggested making them a 'special use,' requiring council approval for any new data center proposals. The committee recommended referring these proposals to the planning commission for review.
City Attorney Clarifies First Amendment Protections on Private Property Flags
Councilwoman Bitzinski inquired about the city attorney's stance on flags displayed on private property, specifically concerning First Amendment protections. The City Attorney, Eric Goldstein, clarified that the First Amendment protects speech regardless of whether the message is liked, and regulations can only address time, place, and manner, not content. He stated that the city cannot regulate against the content of flags displayed on private property if they comply with time, place, and manner regulations. This response was prompted by a resident's complaint about a flag on Middlebelt Road.
