Elgin Receives Clean Audit Opinion for 2025 Financial Report; Maintains Strong Financial Health

The City Council reviewed the 2025 Annual Consolidated Financial Report presented by Sikich LLC. The report indicated a clean audit opinion (unmodified opinion), signifying that financial statements are free from material misstatement. The city has maintained its Certificate of Achievement for Excellence in Financial Reporting for 45 consecutive years, with anticipation of its 46th. The General Fund had an unassigned fund balance of $123.9 million (approximately eight months of expenditures) and a decrease in fund balance of $2.1 million, outperforming the budgeted decrease by $21.7 million. Proprietary funds showed operating losses, partly due to capital outlay for lead service line projects. Pension funds remain a focus, with the police pension fund at 63.1% funded and the fire pension fund at 67.1% funded, both with plans to be 100% funded by 2040. The report highlighted no internal control deficiencies identified during the audit.

Elgin City Council Honors Carol Gieske, Walter Porter, and LaSalle Expedition 2 Reenactment Crew

The City Council heard announcements and recognitions. Mayor Captain read a proclamation commending Carol Gieske for over four decades of service to the Elgin community, highlighting her leadership roles with United Way, St. Joseph's Hospital Foundation, and the Elgin Area Chamber of Commerce, where she helped raise over $55 million and guided businesses through the COVID-19 pandemic. Councilmember Thorne read a proclamation honoring Walter Porter, a veteran and community leader, for his service in the Navy and contributions to the Elgin community, including the Elgin Veterans Memorial Park. Councilmember Stephan read a proclamation recognizing the LaSalle Expedition 2 reenactment crew and liaison team for their 1976 voyage and its educational legacy. A recognition ceremony is planned for August 22nd, 2026.

The city accepted a proposal from Alliant for property, inland marine, and cyber liability insurance. The motion to approve was passed unanimously.

Councilmember Thorne reminded residents that 'no fireworks in the neighborhood' signs are available at City Hall and the Police Department, urging adherence to these regulations for the safety of veterans, pets, and overall community well-being. Councilwoman Powell echoed Councilmember Alfaro's praise for the Juneteenth Festival, thanking the African American Coalition of Kane County and sponsors for the event. Powell also offered condolences to the family of Destiny Neal, a 16-year-old found deceased in the Fox River.

Elgin Approves Expansion of Homeless Services Facility on Berkeley Street

The council considered petition 07 and 06 for 1730 and 1740 Berkeley Street, a planned development and conditional use to expand an existing emergency shelter and establish a transitional housing facility. Wayside Cross Ministries and PADS propose to expand services within their owned light industrial building, increasing capacity from 60 to 118 persons. This includes interior improvements, parking lot expansion, and future additions. Staff and the Planning and Zoning Commission recommended approval, which the council granted 9-0.
