Davie Council Approves Comprehensive Plan Amendment, Motorized Scooter Regulations, and Variance
The council approved item 16, a comprehensive plan amendment, on its second reading. This amendment modifies the town's water supply facilities work plan, infrastructure element, and capital improvement element. The ordinance provides for conflict, severability, and an effective date. In a separate matter, the council approved item 17, a code amendment creating chapter 24, division 4, concerning motorized scooters. This includes definitions, requirements, restrictions, penalties, enforcement, and impound fees. Finally, item 18, a variance application V26-040 for Hamill, was approved, including provisions for receptability, conflict, and an effective date. The applicant for variance V26-040 was present and briefly acknowledged.
Vice Mayor Whitman Appointed to Solid Waste Authority Board; June Proclamations Approved
The council discussed adding item 28 to the agenda: the Solid Waste Authority Board appointment. Council member Lewis is the primary representative, and an alternate is needed. Vice Mayor Michelle Whitman volunteered and was appointed to serve as the alternate for the town's position on the Solid Waste Authority Board. Council also approved proclamations for Alzheimer's and Brain Awareness Month, National Caribbean American Heritage Month, Safety Awareness Month, and National Boys and Girls Club Week, all in June.
Candidates Announce Campaigns, Residents Raise Development and Safety Concerns
During the public comments section, Tula Amana announced her candidacy for District 3 in the November elections, challenging Council member Susan Starky. Amana, who has a master's in real estate development and is pursuing public administration, expressed a desire to give back to the community after experiencing business setbacks due to COVID-19, which resulted in the loss of 300 jobs. She emphasized her focus on 'the right development' that enables homeownership, local employment, and community safety. Jacqueline Roacha also spoke, expressing concerns about development and alleging intimidating tactics from the Mayor's office in response to her past inquiries about development near her street and issues with ducks. She highlighted her intention to run against the Mayor. Jim Scrum, a retired law enforcement officer, discussed ongoing issues in Long Lake Ranches with dirt bikes, pedestrian traffic, and unauthorized golf cart use on trails. He outlined a plan to fence off entrances to the community and install gates, requesting Parks and Recreation's assistance with locking gates at nearby parks. He offered to pay for a walkthrough gate at Knobill and discussed potential contributions for a fence at Hiatus Road.
Broward County Animal Care Updates Pet Registration, Emphasizes Microchipping
Doug Brightwell from Broward County Animal Care provided an update on the county's revamped pet registration program. All dogs and cats in Broward County must be registered and have a current rabies vaccination. The program has shifted from being based on sterilization status to requiring microchipping. Pet owners with microchipped pets receive a lower registration tag fee. Registration tags are now available for one or three years, depending on the rabies vaccination period. A microchipped pet with a one-year tag costs $25, a three-year tag is $65. Non-microchipped pets cost $55 for a one-year tag and $145 for a three-year tag. The county offers free vaccination and microchipping clinics twice a month to encourage microchipping. This change aims to increase the return-to-owner rate for lost pets, which was 15% last year. The fire stations in the town of Davie received free microchip scanners, enabling them to assist in reuniting lost pets with their owners.
Resident Alleges Lack of Accessibility and Intimidation from Mayor's Office
During public comments, Jacqueline Roacha addressed Mayor Paul, thanking her for acknowledging her in a campaign email but stating that the Mayor had not been accessible. Roacha recounted past negative interactions with town hall staff and code enforcement when she raised concerns about development and issues with ducks, alleging she was told she had 'pissed off the mayor.' She also described a situation where her neighbor faced similar threats from code enforcement for reporting duck issues. Roacha stated she invited the Mayor to meet privately before her election challenge, which was declined, and described the Mayor's Town Hall breakfast as a campaign gathering where volunteers allegedly discouraged neighbors from speaking to her. She concluded by reiterating her invitation for the Mayor to meet. Council member Lewis's interaction with Roacha at a candidate meeting was also mentioned, with Roacha claiming Lewis attempted to speak over her and dismiss her concerns about integrity, transparency, and accountability.
