Miramar Faces Potential $17M Revenue Loss if Homestead Exemption Initiative Passes

Mayor Messam and staff briefed the commission and public on a proposed Florida legislative joint resolution that could significantly increase homestead exemptions, potentially reducing the city's general fund revenue by $17 million in FY27 and over $30 million in FY28. While the city cannot use public funds for advocacy against the measure, it can provide factual information and hold public forums. Non-core services like parks and libraries may not be fundable by ad valorem taxes if the resolution passes. The city is preparing a balanced budget for FY27 in light of these potential fiscal challenges.

Miramar Reiterates Strong Opposition to Waste-to-Energy Incinerator Near Airport West

Mayor Messam congratulated fathers, graduates, and runners, and wished a happy 4th of July. He then read into the record a letter sent to Miami-Dade County officials expressing Miramar's continued strong opposition to siting a waste-to-energy incinerator near Airport West, the Broward County line, or Everglades restoration areas. The letter detailed substantive, scientific, environmental, public health, fiscal, and moral objections, citing risks of airborne contaminants, incompatibility with Everglades restoration, lack of transparency in negotiations, and the unsuitability of incineration as a clean solution. The city urged Miami-Dade County to release documents related to the proposal.
