Dana Beach Commission Delays Vote on Zoning Incentives After Public Debate

The commission considered an ordinance (TX019-26) to amend land development code Chapter 28, specifically Part 3, Special Zoning Districts, Subpart 1, Community Redevelopment Area Form-Based Zoning Districts. The amendment aims to create incentives for height and density bonuses in the City Center District and the South Federal Highway Mixed-Use Zoning District. It would allow for increased building heights (up to 14 stories in the City Center District and 6-8 stories in the South Federal Highway District, with incentives) and density (up to 150 units per acre in the City Center District and 25-50 units per acre in the South Federal Highway District). The ordinance was presented for a first reading, with a public hearing held. Various residents expressed concerns about increased traffic, flooding, infrastructure strain, and the lack of detailed impact studies. Some also voiced support, highlighting the need for revitalization and increased tax base. The planning and zoning board had previously voted 4-1 to recommend denial. After extensive public comment and commission discussion, a motion was made and seconded to approve the ordinance but to delay the second reading until July 7th to allow for further public engagement, including core meetings and staff contact. This motion passed unanimously.

Property Tax Amendment Could Significantly Impact Dana Beach Revenue, Presentations Show

The commission received an update from the Broward County Property Appraiser regarding property values and the potential impact of a proposed constitutional amendment to reduce property taxes. The amendment, to be on the November ballot, would exempt $150,000 of homesteaded property value starting in 2027, increasing to $250,000 in 2028, and potentially leading to full elimination of non-school property taxes over time. The presentation detailed projected revenue losses for Broward County and Dana Beach under these scenarios. For Dana Beach, the estimated loss would be approximately $2.6 million in the first year (5.5% of property taxes) and $4.2 million in the second year (8.7% of property taxes), with potential larger losses from the full elimination of taxes. Additionally, the amendment proposes reducing the annual cap on non-homestead property value increases from 10% to 5%. The Property Appraiser emphasized the importance of residents being informed for the upcoming vote.
