Resident Alleges Shift to Unrestricted Development, Citing Broken Promises and Zoning Decisions
Resident Ray Carrier expressed concern over recent planning and zoning decisions, stating that 'TOC' now signifies 'turn on cash flow with development' and that previous promises to protect single-family homes have been abandoned. He cited City Manager Henderson's request to a new property owner to build a larger, more dense project fitting new codes, overriding their initial townhouse idea. Carrier also noted that Stiles, the developer, had issues with parking and setbacks for a site near his home. Despite efforts by residents and limited success at DRC and Planning and Zoning, Carrier implored Commissioner Paul Rowley for assistance, who refused direct support, and Mayor Newton, who stated actions were guided by the commission. Newton did intervene to shift condo units, but Carrier remains concerned about a 35-foot setback impacting his home, compared to a potential 65-foot code requirement. He questioned if this indicates Wilton Manors is open for unrestricted development.
Resident Urges Commission to Uphold Zoning Standards Amidst PUD Proposal
Resident Jake Valentine addressed the commission regarding a proposed PUD (Planned Unit Development), emphasizing that the City Commission, not the Planning and Zoning Board, holds the ultimate decision-making power for exceptions and modifications. He argued that the project proposal, like previous ones from Stiles, does not comfortably fit within established city standards, and the response seems to be bending rules to fit the project rather than designing the project to fit the rules. Valentine expressed concern that if rules can be set aside for certain projects, residents' confidence in the planning process and elected officials is undermined. He urged the commission to uphold adopted regulations and maintain trust with the public, noting that voters are paying attention in an election year.
City Approves $50,000 Sponsorship for Wicked Manors Amidst Concerns Over Past Event Logistics
The commission discussed a sponsorship request of $50,000 for the 'Wicked Manors' event from the Pride Center at Equality Park. Robert Boo, CEO, and Rebecca D'Amico, Development Director, presented the request, citing increased security costs as the primary reason. Concerns were raised by Commissioner Don Caputo regarding long lines, lack of clear queuing, and inadequate volunteer assistance at the previous year's event, comparing it unfavorably to the Stonewall Festival. The presenters explained efforts to improve entry points, streamline crowd management, offer discounted parking, and implement a three-tier pricing structure to encourage advance ticket purchases. They confirmed the use of metal detectors at all entry points and stated they would double the number of people assisting at entry points, implement clearer signage, and try to encourage pre-purchase tickets to mitigate the issues from the prior year. The motion for $50,000 sponsorship passed.
Planning and Zoning Board Appointments Approved, Including New Alternate Member
The City Commission discussed Resolution 2026-037 regarding appointments to the Planning and Zoning Board. A motion was made to reappoint current members, make the current alternate a permanent member, and appoint a new applicant as the alternate. The City Attorney confirmed there is no specific format in the code, and appointments have been handled by ranking as a practice. Melody Mening, a new applicant, agreed to serve as an alternate. Commissioner Scott McCoy was thanked for his three years of service on the board, and current board members were praised for being well-prepared.
Legislative Update: $1.28 Million Secured, Property Tax Bill Raises Concerns
Representative Campbell provided a legislative update, highlighting that he was able to secure $1.28 million for the communities he represents. He noted that this amount is subject to the governor's vetoes, with a deadline of June 29th or 30th for the budget signing. Additionally, he and Senator Osgood worked to include language in the budget regarding mental health support for doulas. Campbell expressed frustration over the state's budget process, noting it was the second consecutive year a balanced budget was not passed on time, leading to increased taxpayer costs for special sessions. He also discussed election bills that may make voting harder and the anti-DEI bill which could put the city at risk for supporting events like the Pride Parade. A significant concern was raised about a property tax bill, which Campbell described as a tax shift rather than a tax cut, potentially impacting city services, employee retirements, and requiring cities to advocate directly to Tallahassee for funds.
