New Village Hall Development Continues: Parking and Zoning Finalized

The board received an update on the Billy Hall Development project for a new village hall. The project is finalizing engineering plans, particularly for additional parking through stormwater management approaches. The new hall will have more parking than the current building and meet zoning standards for a transitional district. The architect is preparing the Planning Commission application, which will require variances for setbacks and site plan elements. The board expects to review bid documents for approval in July. The project remains on schedule.

Burr Ridge Denies AT&T Wireless Special Use Permit for Village Center Facility

The board considered directing staff to prepare an ordinance denying a special use permit for a wireless facility (Z07-2026-501) at Village Center Drive for AT&T. The applicant, Derek McGrew, a contractor for AT&T, presented the case, explaining AT&T's four-year effort to fill a coverage gap. Previous applications in 2022 and 2025 were withdrawn or recommended for denial due to issues like variances needed for setbacks and exterior placement, and concerns about stealthing material durability. The 2026 application met ordinance requirements according to staff, but the chairman expressed offense. The applicant argued that issues like structural analysis, snow load, and traffic impact were outside the Planning Commission's purview and that aesthetic concerns were minimal, providing 'before and after' photos. Despite the applicant's request for approval or remand, the board voted 4-0 to deny the special use permit, directing staff to prepare the ordinance for the next meeting.

Burr Ridge Moves Towards FLOCK System for Enhanced Public Safety Camera Network

The board discussed a proposal to transition from the current subdivision camera program to a new FLOCK system for public safety. The current system, in place since 2006, involves 17 subdivisions with a 50-50 cost-sharing agreement for cameras and network connectivity. However, cameras have failed prematurely, and the system lacks proactive alerts. The FLOCK system offers cloud storage, real-time alerts to law enforcement, and is leased, with FLOCK responsible for maintenance and replacement. The recommendation is to invest solely in the FLOCK system, phasing out existing subdivision cameras and replacing them with FLOCK cameras at entrances, covering both subdivision access and adjacent roads. This will require additional annual costs, estimated at $190,000 gross, but potentially offset by revenue from subdivisions opting into a 50-50 cost-sharing agreement for new cameras. Initial outreach to five HOAs showed general support for FLOCK due to its better product and public safety benefits, though more detail is requested. The board expressed consensus on moving forward with the FLOCK system, with a formal vote expected in July after further HOA outreach.

Burroaks Glen South Subdivision Entry Sign Approved

The board approved an ordinance granting conditional sign approval for a subdivision entryway sign for Burroaks Glen South (SO3 2026) at the intersection of 79th Street and Woodside Lane. Trustee Francis, who is also the HOA president for Burroaks Glen South, recused himself from the vote due to direct involvement and potential conflict of interest, asking for the item to be removed from the consent agenda for discussion. The board voted 4-0 to approve the ordinance.

Burr Ridge Police Report: Calls Up, Crime Down, Proactive Policing Increases

The Chief of Police presented the 2025 crime and incident data report, highlighting a three-year high in calls for service (31,067, a 6% increase from 2024) but a continued low crime rate (less than 1% of calls). Property crime declined by 5%, with burglaries dropping significantly by 67% (12 incidents in 2025 vs. 36 in 2024). Proactive policing increased, with 73% of calls being officer-initiated. Medical and EMS calls, particularly falls, are increasing. False alarms decreased. The department is authorized for 30 officers and is actively recruiting to fill two vacancies, aiming to reach full staffing by December or spring of the following year depending on academy schedules. The board supports allocating more resources to the department.
