The discussion included clarification on how fees apply to fiber optic installations, with staff confirming that the increased activity necessitates additional staffing, which is covered by these fees. Public comment from Paul Clark questioned the fees and suggested taxing right-of-way users more heavily.
144-Acre Parcel Rezoned to Accommodate Mixed-Use Development
The council approved Zone Change 1079, rezoning a 144-acre parcel from Agriculture (A) to Commercial Mixed-Use Two (CMU2), Mixed Residential Three (NX3), and Parks and Open Space (P1). This decision aligns with the West Billings neighborhood plan and provides an infill development opportunity. The zoning commission recommended approval, finding it consistent with growth policies.
Downtown BID Assessment Approved Amidst Fiscal Concerns
The council debated and ultimately approved the annual Downtown Business Improvement District One (BID One) assessment for fiscal year 2027, despite significant opposition from several council members. Council Members Kennedy, Neese, and Aspenleiter voted against the measure, citing concerns about the city's substantial financial contribution to the BID ($50,000+ annually) and questioning the direct benefit to city properties and taxpayers. They argued that taxpayer money could be better used for essential city services like police officers. Council Member O'Donnell questioned how these services would be handled if the city ceased its contribution, and staff explained that the city would absorb the costs, likely necessitating higher assessments from other property owners. Ultimately, the motion passed with a vote of 7-3, with Council Member Aspenleiter recusing himself.
Billings Proclaims Drug Abuse and Violence Prevention Week
Mayor Nelson read a mayoral proclamation declaring July 6th through 11th, 2026, as Drug Abuse and Violence Prevention Week. The proclamation acknowledges the 27th annual March Against Drugs and Violence, an effort to raise awareness about painkiller and opioid abuse prevention. It thanks local, statewide, and national leaders for their work and encourages all citizens to participate in the march on Saturday, July 11th, at the Yellowstone Courthouse lawn. Mr. Yakovich, a key organizer, was invited forward and highlighted the event's 27-year history, its positive and uplifting nature, and thanked various sponsors and participants, including Council Member Kennedy and Mr. Ronquillo, who are chefs for the barbecue.
