City Approves Grant Funds for Police Body Armor Reimbursement
Resolution 2026-40 was adopted, authorizing the appropriation of grant funds received from the Ohio Law Enforcement Body Armor Program. The police department had purchased new bulletproof vests last year and applied for this grant, which covers 75% of the cost. The city will receive approximately $15,890 in reimbursement and will allocate these funds back to the police department's equipment budget.
City Council Approves Retroactive Budget Appropriation for CDBG CHIP Program Grant
The city council approved Ordinance 2026-15, which retroactively appropriates funds from the Small Cities Community Development Block Grant (CDBG) for the CHIP program. This grant, for which Jonathan had previously received authority to apply and partner with Orville and Wayne County, was not initially included in the budget. The council moved to suspend the rules to adopt this ordinance, acknowledging that such retroactive appropriations have occurred annually or biennially.
City Council Approves Updates to Codified Ordinances, Including Traffic and Animal Laws
Ordinance 2026-14 was discussed, which involves adopting current replacement pages for the codified ordinances, primarily related to traffic code and animal control, with some changes concerning fireworks. These updates align with changes in state law. The city's codifier, American Legal Publishing, will update the code online. The ordinance was moved for immediate enactment to allow the police department to enforce the updated regulations without legal gray areas over the summer.
City Approves Additional Funds for Consolidated Lab Services After Acquisition
Resolution 2026-38 was approved, authorizing additional funds for laboratory services with Eurofins, following their acquisition of Alloway Labs. Previously, lab services were split between Eurofins (for PIFA sampling) and Alloway. Now, with both services consolidated under Eurofins, the combined charges have exceeded the initial budget threshold, necessitating this additional appropriation. The council will have increased oversight due to the consolidated billing exceeding the minimum threshold.
City Authorizes Contract for Stripping Tower Cleaning to Meet Permit Requirements
The council approved Resolution 2026-37, authorizing the Director of Administration to enter into a professional services contract with RVI, a local company, for the cleaning of three stripping towers. Tower I7 will be cleaned three times annually due to its higher capacity (1 million gallons/day), while I6 and I2 will be cleaned twice annually, processing 0.5 million gallons/day and 0.25 million gallons/day respectively. This cleaning is a permit requirement and does not affect drinking water quality as the discharged water goes to Kilbut Creek or Al Creek.
