City Engineer Barry Gano to Retire After 23 Years; Departmental Restructuring Considered
Barry Gano, the city engineer, is retiring on July 31st after 23 years of service. The position will be posted soon, and the city is considering a different departmental structure. Fred Guerrero and Barry Gano were thanked for their work on the Consolidated Land Use Code.
City Council Considers Part-Time Public Service Intern Position
The council held a first reading for resolution 26R32, which establishes a part-time public service intern position and declares an emergency. The intern, Evan House, is a local graduate assisting the city in various departments for public service experience. This is a part-time role, 8-20 hours per week, at state minimum wage without benefits. A motion to waive three readings and pass the resolution was made, seconded, and carried 6-0.
City Approves Four-Year Extension of Police Services Agreement with Manchester Local Schools
The council discussed resolution 26R31, which authorizes the city to enter into a four-year extension of the agreement with Manchester Local Schools for police services. This resolution was previously tabled for cleanup and clarification. The agreement terms were negotiated between Chief Pickett and Superintendent [redacted] to avoid a large, multi-year flat fee for the school. The resolution passed with a vote of 6-0 after waiving three readings.
Consolidated Land Use Code Draft Approved by Planning Commission, Moves to City Council
The Franklin Planning and Zoning Commission has approved the draft of the Consolidated Land Use Code. They have recommended that this draft be forwarded to City Council for review, consideration, and a public hearing. Binders and electronic copies of the draft are available.
Nelly Village Culver Replacement Project and Annual Paving Project Preparations Underway
The Nelly Village Culver Replacement Project is preparing to begin, with a pre-construction meeting scheduled for later this month. Additionally, the city is preparing for its annual paving project, with bid results expected at the next meeting.
