Council member raises safety concerns about Middlebury Road intersection impacted by detour; ODOT to be consulted

Council Member Jessica Epstein raised concerns about traffic congestion and safety at the intersection of Middlebury Road due to the detour for the 91 project in Stowe. She noted that traffic is backing up significantly, creating a hazardous situation for drivers entering and exiting the area. The Director of Administration confirmed that a resident had also reached out about this issue and that an email is being sent to ODOT to seek recommendations for improvements, acknowledging that the detour may not be well-marked.

Personnel Committee reviews ordinances on police hiring rules and employee status changes, schedules public hearings

The Personnel Committee discussed two ordinances at second reading. Ordinance 2026-52 aims to amend and correct a previous ordinance (2026-43) and directs the Talmadge Civil Service Commission to adopt hiring rules for police patrol officers that may differ from general law. A public hearing is scheduled for July 9th, 2026. Ordinance 2026-55 establishes the number of non-collective bargaining employees by department and position, which is related to changing the civil service status of the Parks and Rec Superintendent from classified to unclassified. A public hearing is also scheduled for this ordinance on July 9th, 2026.

Police Sergeant and Firefighters recognized for completing advanced leadership and officer training programs

The Director of Administration provided updates on police and fire department personnel achievements. Sergeant Patrick Fairhurst was recognized for graduating from the Ohio Police Executive Leadership College (PELC), an intensive leadership development program. Several members of the Talmadge Fire Department were also recognized for completing Fire Officer One and Fire Officer II training, which are part of the department's ongoing career development initiatives aimed at preparing personnel for increased leadership and management responsibilities.

Economic developer conducts 24 business retention visits, impacting over 1,100 jobs and nearly a million square feet of commercial space

The Director of Administration provided an update on the Business Retention and Expansion (BRE) visits conducted by Ms. Poole, the economic developer. In the current quarter, 14 BRE visits were made, engaging with businesses employing 647 individuals and covering approximately 497,000 square feet of commercial, industrial, and retail space. Year-to-date, 24 BRE visits have been completed, impacting 1,168 local jobs and nearly one million square feet of business space. The BRE program focuses on retaining businesses, providing them with additional resources, and fostering connections.

Residents voice concerns over inadequate communication and restoration following ATT utility work

The council discussed issues related to utility work, specifically focusing on the notification process for residents and the completion of underground utility work. Residents expressed concerns about inadequate communication from ATT regarding the installation of fiber optic lines, which resulted in damage to Spectrum lines and unaddressed property restoration. The city is reviewing its permitting process to ensure more detailed resident notifications in the future. The city also confirmed that a pre-construction bond is in place to cover necessary repairs if the contractor fails to do so.
