Scone House Cafe Receives $400,000 TIF Incentive for Expansion, Clawback Period Extended to Eight Years

The Village Board approved a tax increment financing (TIF) development agreement with Sweet Sensations Bakery, which operates as Scone House Cafe. The agreement provides $400,000 in TIF incentives to support the bakery's expansion into a 4,700 square foot space at the parking deck, in partnership with Northwestern Medicine. The incentives will be used for building improvements on a reimbursable basis. A key amendment was made to extend the clawback period from five years to eight years, matching the lease term. The expansion will allow Scone House Cafe to increase its business model, including wholesale and international shipping of frozen goods.

Police Department to Acquire 10 New Taser 10 Devices to Enhance Officer Safety and Capabilities

The Village Board approved a contract with Axon Enterprise Incorporated for the purchase of 10 Taser 10 devices for the police department. These new Tasers feature a single cartridge with 10 probes, offering multiple shot capability and an increased range of 45 feet compared to the older X26P models, which had a range of 21 feet and were discontinued in 2021. The current Tasers have unsupported software, necessitating replacement. The contract covers the first year at $11,928 and subsequent years (two through five) at $7,300 annually, including holsters, training cartridges, and certification. The devices will be rotated among officers for daily patrol, special events, and during maintenance.

The funds are designated for eligible redevelopment project costs within the TIF 2 district, specifically to help fund projects like the expansion of Scone House Cafe which is relocating from TIF 1 to TIF 2.

Burger Boroughs Pub Receives Additional TIF Funding for Building Code Mandated Upgrades

The Village Board approved a First Amendment to the tax increment financing (TIF) development agreement with Burger Boroughs Pub Incorporated. This amendment adds $31,118.97 to the original $450,000 in TIF 1 incentives. The additional funding is to cover the cost of a required air-conditioned and heated makeup unit, mandated by building code, which was not included in the initial agreement. The project involves the expansion of Burger Brothers' establishment.

Traffic & TransportationInfrastructure

Traffic Signal Upgrades and Battery Backup Systems Approved for Two Key Intersections

The Village Board approved a contract with Mead Electric Company, Inc. for traffic signal controller upgrades and the installation of battery backup systems at two intersections: Winfield Road and Beecher Avenue, and Winfield Road and High Lake Road. The existing controllers are 25 years old, outdated, and unsupported by manufacturers, posing a risk of failure which could disrupt railroad signal coordination and cause traffic gridlock. The upgrade will replace these controllers with modern ones featuring cellular network compatibility, replacing the current reliance on old ATT telephone lines. Additionally, battery backup systems will be installed, which are currently lacking and would cause 'dark signals' during power outages. The total cost for both upgrades is not to exceed $49,721, funded by savings from the CMAP funding for the active transportation plan. The project is expected to be completed by the end of October.
