City Council Reviews $900,000 TIF Request for Route 59 Car Wash and Starbucks Development

The Plan Commission recommended approval of the final plat of subdivision and a major change to the planned unit development earlier this month. The TIF assistance is intended to cover public infrastructure improvements, associated contingencies, and incentives for Starbucks, with a consultant's analysis deeming these requests TIF-eligible and reasonable. The projected return on TIF investment is expected to be significant, generating new property and sales tax revenue, and potentially catalyzing further investment along the Route 59 corridor. The negotiated TIF amount aligns with the Economic Development Advisory Committee's recommendation, and sufficient funds are available within the TIF 4 balance. Any assistance would be disbursed after improvements are made and approved by the city.

City Council Moves Forward with Route 59 Corridor Project Plan

The City Council considered a professional services agreement with VandeWal and Associates and its subconsultant Engineer Resource Associates for a Route 59 Corridor Project Plan. This initiative began in November 2025 when the council directed staff to amend the fiscal year 2026 work plan to focus on this corridor plan instead of a subarea plan. The process has included joint meetings with the Plan Commission, issuance of RFPs, consultant interviews, reference checks, and scope negotiations. Deliverables for the project will include an updated future land use map, zoning recommendations, streetscape design, building design guidelines, an implementation matrix, and site plans/sketches for key development sites. The selected consultants were chosen based on their RFP response, project scope, experience with IDOT, and local experience. The council was asked to direct staff to present a resolution approving the finalized agreement, with the item anticipated for the July 6th agenda. A motion to direct staff to present the resolution was approved.

Discussion involved how the toolkit relates to the 'Complete Streets' initiative, with staff clarifying that the toolkit sets a process for handling public inquiries and requests regarding traffic control measures like stop signs and speeding complaints in a consistent manner, separate from but complementary to Complete Streets. A motion to direct staff to present a resolution approving the city of Warrenville traffic calming toolkit was approved.
