Three-Year Network Infrastructure Managed Services Contract Renewed with Scientel Solutions

Scientel has managed the city's network devices for the past five years. This renewal allows the city to transition towards owning the equipment by the end of the contract term (2028) and leverages a discount negotiated with Scientel. The contract covers management of up to 700 devices, with the city owning devices outright beyond 650. This approach is seen as more cost-effective and flexible than alternatives like a one-year renewal or immediate buyout of equipment. The committee also discussed the management of firewalls, with the city's staff taking over this responsibility due to their increased expertise and the smaller number of devices.
Preferred Contractors Approved for Rental HVAC Replacement Grant Program
The Finance Committee approved the establishment of a preferred contractors list for the city's Rental HVAC Replacement Grant Program, funded by a $2 million state grant. The program allocates $1.95 million for HVAC system rehabilitation or replacement for landlords supporting low-to-moderate income tenant households. The goal is to preserve affordable housing, reduce tenant utility bills, and improve air quality. A Request for Proposals was issued, resulting in five recommended contractors: All-Service Heating and Air, Amazing Air, Artlip and Sons, Elemental Air, and Maxon Heating. These contractors will handle inspection and installation services, with a separation of duties to prevent conflicts of interest. The city will pay contractors directly, a state requirement. This will streamline the procurement process and help meet the grant's completion deadline of May 31st, 2027.
Bulk Rock Salt Purchase Approved for 2026-2027 Season
The Finance Committee approved the purchase of bulk rock salt for the 2026-2027 season. The purchase will be made through a DuPage County Department of Transportation joint purchasing agreement bid, with Compass Minerals America Inc. as the supplier. The price is set at $74.33 per ton, which is an increase of $3.54 per ton from the previous year, attributed to rising fuel costs and other economic factors. A second contract based on the state bid process is still pending and will be presented later.
Finance Committee Approves Safe Routes to School Project Funding and Engineering Agreements
The Finance Committee approved three resolutions related to the Safe Routes to School project. These included a joint funding agreement with the state of Illinois, a phase three construction engineering services agreement with V3 Companies for $144,100, and the appropriation of $530,000 in MFT funds. Additionally, they authorized real estate contracts for property purchases and appropriated $8,150 in MFT funds for the 2022 project. A phase two design engineering supplement with HR Green Inc. for $17,622 was also approved. The project involves filling sidewalk gaps, upgrading ADA ramps, installing speed feedback signage, and pedestrian crossing enhancements. Construction is anticipated for the following year, with efforts to minimize disruption during school hours.
