City Approves $900,000 Purchase for Advanced Water Meters to Enhance Accuracy and Revenue

The City Council approved a purchase order not to exceed $900,000 with Aquametric Sales Company for census auto-gun meter reading devices, water meters, and replacement parts. This purchase is part of a planned six-year water meter replacement program, currently in its third year. The new meters utilize solid-state technology, offering more accurate measurement, especially for low-flow usage, compared to older mechanical meters which can lead to revenue loss. Aquametric Sales Company is the sole authorized distributor of census water meters in California, allowing for a sole-source purchase. City staff will perform the installation, providing significant savings and ensuring efficient implementation. To date, over 45% of the city's approximately 21,000 water meters have been replaced.

SBA Offers Disaster Loans and Resources for Businesses Affected by Garden Grove Chemical Spill

The U.S. Small Business Administration (SBA) presented information on the Economic Injury Disaster Loan (EIDL) program, offering up to $2 million in funding for small businesses economically affected by the Garden Grove chemical spill. The loan has interest rates as low as 4% for small businesses and below 4% for non-profit organizations. The SBA also highlighted its Business Resource Center in Garden Grove and a mobile recovery vehicle that will be available at the Westminster Civic Center on June 30th from 3-5 p.m. They encouraged the city to help distribute information and offered to bring the mobile unit to other locations within the city if needed. Rose Garden Apartments Preserves 132 Affordable Senior Units with Perpetual Affordability Guarantees

The Westminster Housing Authority approved a purchase and sale agreement and a rehabilitation and operations agreement for the Rose Garden Apartments, preserving 132 affordable senior housing units. The transaction ensures affordability in perpetuity, with 49% of units restricted to households earning no more than 60% AMI and 51% restricted to no more than 80% AMI. Approximately $6 million will be invested in rehabilitation and modernization improvements. The Westminster Housing Authority will receive a $3 million payment at closing, plus 5% of future net refinance and sale proceeds. This initiative secures long-term affordability for seniors and facilitates significant private investment in property rehabilitation.
